“We are no longer considering fiscal-budgetary measures that affect taxpayers. This time the state is the one making the effort,” he said.

“1. One package refers to the flexibility of supplying the Reserve Fund. It is necessary to be able to allocate funds necessary for the functioning of the institutions.
2. The package of the confinement of European projects and investments. The priority is closing the 2014-2020 programming period. Romania has a budget of 24 billion euros. This is the priority for absorption together with PNRR to be a priority for our country.
3. The package on central and local public authorities: spending caps. It is already well-known that in recent months the level of operating expenses but also regarding investments, especially those financed from the state budget, register record levels of expenses. Now Romania needs to prioritize investments”
Other statements:
- The assumptions that were taken into account in the 2023 budget were not the ones that were validated during the year. If we take into account the inflation rate, from an increasing trend, it has reached a decreasing trend. The unrealized revenues of 21 billion lei create a burden for the state budget and other budgets.

- If you ask me if Romania can live without swimming pools, without a cinema hall or without a town hall in the conditions where the priority is European funds, the answer comes naturally. (…) It is common sense for our country to have better control over these categories of expenses.
