The geopolitical dynamics of the Maghreb are often complex and unpredictable, with intertwined histories and political ambitions unfolding in the shadows. A key player in these subversive maneuvers is the Directorate of Documentation and External Security (DDSE), whose operations extend well beyond the Algerian borders. Today, revelations have highlighted the personal involvement of General M’henna Djebbar in a project aimed at reshaping the political landscape of the Rif where the general would attempt one last stand, that of dishonor.
The Rif, the new discovery of M’henna Djebbar, who was imprisoned in 2019 for his links with the mafia and released in 2021. After his release, he would have committed crimes according to Kabylia activists to regain the trust of his superiors, which would have led to his appointment as head of the secret services abroad.
According to Maghreb-intelligence, within the Directorate of Documentation and External Security (DDSE), only a few senior officials were aware of the file concerning the Rif, kept secret on the orders of General M’henna Djebbar. The latter, personally involved in the independence project for the Moroccan Rif region, was criticized by the Algerian presidency for his failures in Mali, Niger and the Moroccan Sahara. DDSE officers made several trips between Paris and Amsterdam to meet radical activists from the Rif, according to information from Maghreb-intelligence. Intensive working meetings were held in several Dutch cities with a view to the inauguration of an office of the “Rif National Party” in Algiers. An initial funding of 500,000 euros was allocated by the DDSE to the leaders of this separatist party to cover travel costs and the purchase of IT and communication equipment, as Maghreb-intelligence points out. The daily operating costs of the party headquarters in Algiers are covered directly by the Algerian government.
M’henna Djebbar does not stop there and has established an action plan for the leaders of the Rifian independence party, reveals the source. Links have already been forged with radical separatist groups in Spain, notably in Catalonia, the Basque Country and the Canary Islands, as well as in France and Italy, with the aim of giving the “Rif National Party” political visibility and media likely to disrupt Morocco.
Maghreb-intelligence indicates that M’henna Djebbar, who seeks to save his position before the presidential elections, is obsessed with the model of the Movement for the Self-determination of Kabylie (MAK), which has ridiculed him for years. He wants to create with the Rif a movement similar to the MAK in Algeria.
