The FNE-Formation, an aid with nebulous outlines for fragile companies

Employment policy

The objective of the device

The National Employment Fund (FNE) -Training offers companies in difficulty, changing or resuming activity, financial support for the financing of the training of their employees up to 100%.

Set up during the health crisis, this financial assistance aims to encourage companies to better prepare for the future, by training their employees more. Unlike the Transco system, the objective is to keep the employee in the company, by training him to changes in his profession. Initially confined to establishments mobilizing the partial activity of common law or of long duration (APLD), the FNE-Formation underwent several successive modifications. The device has been expanded this year.

The operation

Only the skills operator (OPCO) on which the company depends is able to judge its eligibility, according to its economic situation and its training needs. Companies are now concerned “Resuming activity”, as well as those “Who are facing (…) phenomena of (…) ecological, energy and digital transition”, said Guillaume Domergue, responsible for partnerships and deployment of the offer within the OPCO of local businesses (EP), during a webinar organized on October 14.

Businesses ” in trouble », Which meet the definition given by l’article L1233-3 of the Labor Code, are also eligible for this aid. Those who find themselves in cessation of activity are obviously excluded. Associations can also benefit from the system, as can all establishments falling under the labor code.

All employees of the companies concerned are eligible, except for workers called upon to leave their post as part of a collective termination of agreement, a job protection plan (PSE) or a work-study program. The files are examined on a case-by-case basis: “The use of the FNE must be part of a reflection, a strategy”, warned Guillaume Domergue. Short contracts (CDD, in particular) may also be affected by this aid, insofar as the employees remain in the company for at least the duration of the training.
