The government recently announced the selection of 8 “simple public housing” construction sites, and said that the relevant sites have successfully reached the target supply of 30,000 units in 5 years. Many councilors were concerned regarding Kai Tak’s traffic carrying capacity, and some councilors criticized the government for failing to communicate with residents when promoting simple public housing. In the end, 36 MPs attended the project, and it was passed with the support of 34 MPs, 0 objections, and 1 abstention, and it was suggested to be further discussed in the Finance Committee. Councilor Yang Yongjie abstained from voting.

Councilor Yang Yongjie, who had applied to the police to select a site for the parade in Kai Tak, and then withdrew it, said that he was concerned regarding how the authorities implemented the timetable for a 2-year construction period and a 5-year use period. He also pointed out that the carrying capacity of Kai Tak Station is insufficient, and the authorities only said that they will add 2 bus lines. He is concerned regarding whether the authorities will reorganize a Kai Tak transportation system. He Yongxian emphasized that following the 5-year use period, the land will be returned for commercial development, and the goal of Kai Tak’s second core business district will not change. The authorities also pointed out that they will monitor the traffic situation and cooperate as much as possible. The current traffic facilities can also support the construction of simple public housing in Kai Tak.

Di Zhiyuan, a member of the social welfare sector, criticized the government for not communicating with residents when promoting simple public housing, saying that if the authorities discussed with residents beforehand, they might solve the concerns of the citizens and help the incident. Di also asked the government to ensure that residents of simple public housing can “go upstairs” when the lease period ends, and do not need to return to the community. He Yongxian responded that the relevant projects need to be implemented as soon as possible. After the completion of the engineering study, the authorities need to announce it immediately. The authorities have sent officials to the district to communicate with the district councilors and citizens.

Member Li Zhenqiang asked whether the government would consider introducing experienced mainland workers to build simple public housing to speed up the progress of the project and save costs. He reiterated that the construction technology of the assembly method can be used in the mainland, but the final standard must follow the requirements of Hong Kong.
