The west ramp of Fengshi Interchange opened to traffic at the earliest on November 26, 2011. In January this year, the Tanzi section connected to Taiwan Highway 74 was also opened to traffic. On May 30, the east ramp opened to traffic. , It will finally open to traffic in January next year.
Jiang Qichen pointed out that the Fengtan section has spent more than 30 billion. After the entire line is opened to traffic, National Highway No. 4 will connect with Taichung Line 74 from Shancheng to save regarding 20 minutes. The traffic congestion in the west section is expected to improve the traffic service level of Taichung Line 3, the main arterial road in Fengyuan and Taichung City, and form a complete expressway network in the Greater Taichung area together with National Highway No. 1, National Highway No. 3, Taichung Line 74, and Taichung Line 61. It is the key puzzle piece of the North Taichung road network.
Jiang Qichen said that there will be Dongshi-Fengyuan Life Circle Expressway in the future, and the addition of an interchange connecting section (overpass co-construction) on the Fengtan section of National Highway No. 4. These two important projects need to be promoted urgently. He has invited the Ministry of the Interior and the Ministry of Communications to hold a coordination meeting. In addition to requesting that the ratio of central and local responsibility for Dongfeng Express’s funding sharing cannot be changed, the plan for the co-construction of interchanges must continue to be promoted, and he will continue to urge the Taichung City Government to complete the feasibility assessment as soon as possible. According to the “Principles for Adding Expressways and Improving the Setting of Interchanges”, it is submitted to the Ministry of Communications to apply for inclusion in the National Highway Fund.
Yang Qiongying said that in the past, it may take 40 minutes to travel from Tanzi to the sea line. Now that the entire line is open to traffic, the journey time is estimated to only take 15 minutes. It is a very important transportation construction in Taichung. This project can be completed in good quality and ahead of schedule. After the entire section of Fengtan is opened to traffic next month, it will further connect National Highway No. 1, No. 3, No. 4 Qingshui Fengyuan Section and Taiwan Line 74 and 61, forming a complete Taichung area. The high-speed expressway network on the outer ring road will relieve traffic congestion at the Daya section of the Taichung System Interchange on National Highway No. 1, and improve the traffic service level of Fengyuan, Tanzi, Taichung City’s main arterial road Tai3 Line and Zhong89 Township Road.
