A round of fake Italian citizenships, obtained by Venezuelan families through identity theft and artificial registry certificates, in order to demonstrate the existence of an Italian ancestor in the family tree and thus acquire the passport by descent, according to the jure sanguinis criterion , or the right of blood. This is the suspicion why the Italian Consulate in Caracas has come under the spotlight of investigators for a series of suspicious practices, which open up disturbing scenarios and would give rise to the hypothesis of a purchase and sale of citizenships.

A system in which lawyers, translators and officials would be involved and which always affects the same municipalities. The investigative investigations began last January 9, when the deputy of Fratelli d’Italia, Andrea Di Giuseppe, presented a complaint to the Rome Prosecutor’s Office, to shed light on the «issue of passports by the Italian consular authorities for the benefit of individuals in various capacities resident in Venezuela (but also in Chile, Peru and Santo Domingo) without qualification or, in any case, on the basis of the documentation received irregularly through delegated subjects and without the dutiful signature of the original requests before the personnel authorized for this purpose of the “consular authority”, we read in the documents, which also refer to “opacity in the management of the funds assigned to the Italian consulate in Caracas for humanitarian expenses and opacity and illicit activities connected to the failure to build the Italian hospital in Caracas”.

Those small municipalities, the suspicion of false identities: and citizenship is served

The deputy, who recently collaborated with the Guardia di Finanza by revealing information relating to individuals involved in the buying and selling of entry visas to Italy, seems to have opened a Pandora’s box. Because the Farnesina, on 12 April last, sent inspectors to the Venezuelan Consulate, accompanied by financiers and carabinieri, who combed through the documents in the diplomatic headquarters for three days and found useful elements. The Ministry of Foreign Affairs has, among other things, officially requested the Consul General of Italy in Caracas, Nicola Occhipinti, the list of cases processed between 1 October 2023 and 31 March 2024, in addition to the complete list of the names of the Venezuelans who, in the last five months, have obtained citizenship by descent. From there the Inspectorate tightened the circle, on a sample basis, focusing on some Venezuelans who had recently become Italian, for whom he requested the entire files. And what emerges is that these would be very controversial characters, entrepreneurs who ended up in the international news for their links with the Nicolás Maduro regime and for their less than transparent business, so much so that, in the past, other Western countries were pushed to deny them visa.

On these subjects, the Farnesina requested all the documents registered at the Consulate, thanks to which the applicants obtained Italian citizenship by descent. The inspectors examined the family tree certification and found that, in most cases, the Italian ancestor always comes from the same municipalities. The places of birth mainly concern Marciana, on the Island of Elba, but there are also small villages in Abruzzo, such as the Island of Gran Sasso, and small municipalities in Lazio. The suspicion is that some original documents are also missing or there are inconsistencies in the protocol numbers between the sheet presented and the official registers. A verification activity is underway on the documents, which is proceeding with great confidentiality, just as the investigations of the investigators are covered with the utmost confidentiality, who want to ascertain the possible involvement of diplomats in Caracas and public officials in Italy in the system of reconstruction of the lineage. Because the suspicion that the ancestor is the subject of identity theft opens up two different scenarios. Someone who might have physically taken in those municipalities the documents of a man who lived in the mid-19th century or the intervention of hackers, who by illegally entering the registry archives would have provided the surname from which the lineage would illicitly start. And make foreigners Italian citizens.
