Secure land, especially that of farmers, and facilitate access to land ownership. These are the objectives of the land certificate distribution project launched by the government yesterday.

Two million land titles to be distributed by December. This is the objective set by the Council of Ministers on March 22. A challenge reaffirmed by Pierre Houlder Ramaholimasy, Minister of Territorial Development and Land Services, yesterday, in front of the town hall of Antananarivo, in Analakely. In order to achieve this objective, the State organizes the week of distribution of “Karatany”, or land certificate for Malagasy people. Farmers are particularly targeted to be the first beneficiaries. Always with a view to meeting the challenge set by the Council of Ministers, the government, the Executive is stepping up to the front. The official launch of the land certificate distribution operation was given by Christian Ntsay, Prime Minister, with nine other members of the government. Access to land ownership by Malagasy people is one of the presidential commitments. Andry Rajoelina, President of the Republic, himself, has wet the shirt in this sense, since last year. As in Mandoto, in July, where the stated objective was to distribute more than one hundred and sixty thousand land certificates to farmers in six districts in the Vakinankaratra region. This year, with a goal of two million certificates distributed, the Executive therefore intends to work twice as hard.

Ten million plots

The idea is to start strong and continue on this dynamic in the years to come. To boost this approach, local elected officials, namely mayors, are also involved. Also, Naina Andriantsitohaina, Mayor of Antananarivo, was also on deck yesterday. Even in the capital, land tenure security is not guaranteed. Moreover, to hear the statements of Minister Ramaholimasy yesterday, there is a lot to do. And land disputes make the social and security situation in certain localities particularly sensitive. According to the Minister of Territorial Development and Land Services, a study conducted with the World Bank reports that there are “ten million plots of land in Madagascar. Only 20% are legally registered in the name of their owner”. The main ones affected by this land insecurity are “the vast majority of farmers who account for 70% of the population”, he adds. The member of the government echoes the words of the Prime Minister, stressing that the reforms of the legal provisions and their implementing texts are with a view to allowing all Malagasy people to have access to land ownership deeds. He adds that in addition to distributing land certificates, the event which started yesterday, on the forecourt of the town hall of Antananarivo, “aims to mobilize citizens to apply for land deeds”. Stands to inform, guide and take steps to obtain land certificates are set up on the forecourt of the town hall all week long. Then, they will be accessible at the headquarters of the domain services in Anosy. The event in Analakely will, moreover, be relocated to each of the one hundred and nineteen districts in order to approach the citizens. The Council of Ministers of March 22 provides for a rate of ten thousand certificates distributed at each event. As Minister Ramaholimasy points out, “the machine has started and there will be no turning back”.
