There is great anger among supervisors and general guards working in educational institutions due to the failure to issue a memorandum regulating the transfer movement for this category.

The echo of this issue reached Parliament, where MP Hassan Oumribet, a member of the Progress and Socialism Group in the House of Representatives, directed a written question to the Minister of National Education, Preschool and Sports, Chakib Benmoussa, in which he wondered about the reasons for not issuing the memorandum organizing the transitional movement for supervisors and general guards.

In this context, the MP stated that “the transitional movement is of great importance to all educational categories and frameworks due to its important social and administrative roles. It is a pivotal mechanism for achieving family reunification and working near the place of residence, in addition to improving educational and administrative work, due to the possibility of diversifying and consolidating the administrative experiences necessary to improve and enhance the educational system.”

The MP stopped at “the fact that most of the categories that make up the education and training system benefited from the transitional movement for this current academic year, while many supervisors and general guards are still waiting impatiently for the release of the memorandum organizing the transitional movement, considering it one of the rights stipulated in the laws organizing the civil service and the basic system for ministry employees.”

Ormibat criticized what he called “the ministry’s procrastination in releasing this memorandum,” at a time when news is circulating among those concerned about “the ministry’s efforts to completely eliminate this right, which has negatively affected their psychological state and will inevitably affect the workflow in educational institutions,” according to his expression.

The same speaker stressed that “not announcing this movement would cause great confusion in many regional academies of education and training, due to the large shortage of administrative staff and the poor distribution of supervisors and general guards between the academies and within the regional directorates.”

Accordingly, the member of the Progress and Socialism Group wondered about the reasons behind the delay in issuing the memorandum organizing the transitional movement for supervisors and general guards, and he also wondered about the measures that the Ministry of National Education, Preschool and Sports will take to manage this process in order to improve the conditions for the start of the next school year.
