The first is intended for physicians supervising the medical assessment, while the second is reserved for social workers who oversee the assessment of social participation factors.
She also underlined that these tools were the subject of experimentation in the prefecture of Rabat and the province of Kenitra in April 2022, with the participation of people with disabilities and the various actors concerned, in order to measure the adaptability of these tools to the social environment.
According to the Minister, these tools are in harmony with the WHO standards relating to the information sheet and the evaluation of aspects of health, social participation and surrounding factors.
And to recall that a draft decree has been drawn up for the issuance of the special card provided for in article 23 of the framework law, in addition to the launch of the signature procedure for countersignature with the departments concerned, mentioning the elaboration of the specifications of the information system necessary for the management of the system of evaluation of the handicap and of the specifications for the various structures and commissions in charge of the realization and the management of the said evaluation system.
Ms. Hayar also underlined within the framework of the acceleration of the digital transition of the programs of the ministry, that digitalization is adopted as an essential tool to improve and bring closer the services of the people in situation of handicap, through in particular the setting implementation of a set of services.
In the same vein, she reported on the development of the “Khadamati” digital platform to facilitate the process of applying for and issuing the disability certificate, knowing that the number of certificates issued has reached nearly 100,000.
In addition to the continued implementation of the autism support program in training programs for educational, medical and social care professionals as well as the families concerned through the launch of a digital training platform for 18,000 beneficiaries covering the twelve regions of the Kingdom.
The “Nasmaa” cochlear implantation program for children under 5 with deafness has also been extended to West African countries, as part of South-South cooperation with Sub-Saharan African countries , recalled Ms. Hayar.
The minister added that her department is working on the development of the second national plan for the implementation of public policy 2022-2026, in the light of the results of the evaluation study of the national action plan for the promotion of human rights. people with disabilities 2017-2021, which will focus in particular on preventing the causes of disability, solidarity, economic empowerment, equality and social inclusion.
And to emphasize that the involvement of all the partner ministerial departments, the members of the said committee, concerned by the implementation of the projects and programs of the plan, will allow people with disabilities to enjoy their rights.
She also indicated that the implementation of the “Jisr for Empowerment and Leadership” program aims to promote innovative and sustainable social inclusion in the face of challenges and expectations.
Ms. Hayar thus reviewed certain structuring projects, including the development of the services of the Social Protection and Social Cohesion Support Fund intended for people with disabilities in general.
The support service for the education of children with disabilities in the light of the results of the evaluation study that the Ministry will soon launch on the Fund’s balance sheet for the period 2015-2022 as well as a revision of the standard program guide for support for the improvement of learning conditions for children with disabilities.
She added that these projects will also allow the follow-up and implementation of the recommendations of the United Nations Committee on the Rights of Persons with Disabilities during the examination of the initial report of the Kingdom of Morocco in 2017 on the implementation of the International Convention. for people with disabilities.
As a reminder, the program of this meeting included the presentation by representatives of ministerial departments, members of the Technical Committee, of recommendations with a view to improving the situation of people with disabilities, including inclusive education for children with disabilities, strengthen coordination between all departments and provide statistics for the execution of the 2022-2026 action program.
