The capital city hall presented a draft of a landscape resolution for Warsaw, which will help organize the city space. The public consultation will last until the end of March.

The draft resolution was presented for the first time in 2017 and aroused great public interest. In 2018, the updated document was made available for public inspection in accordance with the statutory procedure. After considering the comments, the draft was sent to the City Council. of Warsaw. On January 16, 2020, the councilors almost unanimously adopted the document – however, the resolution was repealed by the Mazowieckie Voivode. Its further fate was decided by administrative courts of successive instances. This process took two years. Following the court ruling, the Capital City of Warsaw was obliged to re-agree and issue the document.

– We are presenting the draft landscape resolution for the third time. I believe that this is the last chapter in the long history of efforts to bring this document into force – says Michał Olszewski, Deputy Mayor of the Capital City of Warsaw. of Warsaw.

After considering the comments of the residents, the resolution must be finally approved by the councillors. Its provisions will improve the quality of the capital’s space – they will affect the aesthetics of e.g. reducing chaos.

What will the resolution change?

In the presented document, we tried to maintain the basic assumptions from the previous editions of the draft landscape resolution – says Wojciech Wagner, deputy director of the Office of Architecture and Spatial Planning of the Capital City of Warsaw of Warsaw.

The draft landscape resolution provides for, among others:

– a substantial limitation of the number and admissible formats of media, in accordance with the urban character of individual streets;

– ordering the location and scale of signs, especially on building facades, within the so-called sign field;

– introduction of the obligation to adapt the existing media and signs to the new regulations;

– exclusion of the construction of fences from the most visually glaring materials, limiting the height of fences and establishing minimum ranges of the so-called translucency;

– exclusion of fencing of modernist estates and determination of the maximum span of fenced areas in new housing estates;

unification of small architecture objects in public areas in terms of colors and materials used.

Compared to the text adopted in 2020, the draft introduces a number of changes. Some of them result from the decisions made in the judgment of the Supreme Administrative Court in December 2021. Therefore, the provisions of the draft resolution specifying the number of panels on the property, as well as the regulations regarding official boards and elements separating the roadways, were deleted from the provisions of the draft resolution.

– We also extended the lower limits of small format media, allowed their use on some technical devices and small architecture objects, and revised the acceptable media formats for individual street routes. We also made a technical and substantive update of the document – adds Wojciech Wagner.

Consultations and comments

The draft resolution and a guide to its most important provisions are available on the website Architektura.um.warszawa.pl/. Anyone can submit comments on the document – both using a special form and in the form of an e-mail to the address: [email protected]. Comments can be submitted until March 31, 2023.

The public consultation runs from February 24 to March 31, 2023.
