In exchange for one year of training, employers received a “bonus” amounting to 27,000 euros. But recently, all these employers received a letter informing them of the end of this system on December 15, without any prior consultation.
Justification from the office of the Minister of Employment, Bernard Clerfayt: “This decision was guided by the evaluation of the system carried out by the federal planning office and Ibsa which concluded that the system did not achieve its objective. (…) Brupartners, where representatives of workers and employers sit, was involved and informed throughout the process.”
Managing director of the federation of Youth Centers in Working-class Environments, Olivier Leblanc is skeptical. “We are relatively little informed regarding these evaluations because we were not involved in them, they were done “from above”. I have not read any of them but what I can say is that, what whatever the evaluations, they were strongly influenced by the Covid period, which was indeed complicated.”
Olivier Leblanc judges the ACS integration system to be effective for the target audience. Like other non-market players, he regrets the absence of alternative measures to its suppression.
Response from the Clerfayt firm: “as part of a global reform of employment aid, we are analyzing the possibilities which would make it possible to limit the impact of the repeal of integration contracts.”
