The non-governmental organization (NGO) Provea said that the electoral route should be a possible path for “peace, dialogue and reconciliation,” and criticized President Nicolás Maduro’s warning that there will be a “bloodbath” if he loses the presidential elections on July 28.
“The electoral route and the search for consensus to overcome the crisis that the country is going through cannot be a minefield, it must be a possible path to peace, dialogue and reconciliation with a focus on justice and respect for human rights,” the NGO said in a post on X on July 23.
He also said that “exalt[ing]scenarios outside the constitutional framework erodes consensus” and distances the country from solutions “based on respect for the law and collective well-being.”
Statements by Nicolas Maduro
On Tuesday, July 23, the Venezuelan president said that the warning that there will be a “bloodbath” if he loses the presidential elections was a “reflection” and added that if anyone was scared by this statement, they should “have a cup of chamomile tea.”
“I did not tell lies, I only made a reflection, whoever is scared should take a chamomile because this people of Venezuela is cured of fear and knows what I am saying, and in Venezuela peace will triumph, popular power, the perfect civic-military-police union, (Javier) Milei will not come here,” said the president in a campaign event broadcast by the state channel. In this way, Maduro also responded to the statements of his Brazilian counterpart, Luiz Inácio Lula da Silva, – without mentioning him directly – who said he was scared when Maduro said that if he loses the elections on Sunday there will be “a bloodbath”, in an attempt, according to the opposition, to provoke abstention among those who advocate removing him from power.
“I was frightened by that statement,” Lula said in an interview with foreign correspondents, in which he revealed that he had spoken twice with Maduro to warn him that “if he wants to contribute to solving Venezuela’s growth problem and the return of those who left, he has to respect the democratic process.”
Lula, who has not hidden his differences with the Venezuelan president in recent months, added that in democracy “The loser gets a bath of votes, not a bath of blood”He also said that Maduro “has to learn that when you win, you stay, and when you lose, you leave and prepare for other elections.”
NGO on the presidential elections
A total of 17 NGOs in Venezuela indicated on Monday, July 22, that the presidential elections of July 28 pose “multiple challenges” for the future of the country, including respect for and guarantee of human rights as the “backbone of the State.”

They explained that Venezuela has “experienced a long period of human rights violations that must be addressed.” They also said that if “transitional justice” is applied in the future, it must focus on the victims and its approach must include the fight against impunity.
“It is important to bear in mind that transitional justice does not imply revenge or political persecution. The mechanisms to be implemented must foster the emergence of the truth about what happened,” they added.
