The elected authorities still do not take office and there are no deadlines

The annual ordinary assembly of the CEB with the new elected delegates, which should have been held in December, still postponed with no date in sight and maintains suspense over the institutional progress of the cooperative.

The holding of the assembly is essential to process and eventually approve the latest balance sheet and also to enable the assumption of the new directors and trustees – arising from the same election act – whose roles for now continue to be occupied by the previous authorities, with extended mandates. .

From the opposition Red list assured that the suspension of the assembly without deadlines and subject to an uncertain judicial ruling (as imposed by the executive committee) is a complex crossroads because it occurs in the face of “a year that is going to be critical, with very strong increases in the electricity rate that will not depend on the CEBbut they are going to demand a good contingency plan for vulnerable associates.”

The president of the Cooperative, Carlos Aristegui admitted that the update of rates and the cut of subsidies will have a significant impact. “But I don’t think it’s worse than the pandemic was. That time there was a very big drop (in the economy in general, and in collectibility), but the CEB was able to function,” said Aristegui.

He assured that the crisis and recession have not translated for now into a drop in the energy demanded in Bariloche, but he did speak of “some signs of late payments” by consumers.

He noted that “Only now was the CEB able to return to pre-pandemic levels in terms of income and expenses” and advocated that this normalization does not collapse with the difficult scenario that seems to be set for this year.

“The problem is not the rate, which will reflect what electricity has to cost. The ones that are low are the salaries, he said. As a society, what we have to see is how salaries can be reconstituted so that people are able to pay for services and cover their needs.”

Replacement of authorities, braking until further notice

The CEB held its elections on December 2. The ruling party – White list – lost by just 2 votes, but secured a majority of 40 delegates and retained leadership of the Cooperative.

The assembly must have been held within 15 days.but the Board of Directors, with the majority vote of the whites, decided to postpone it pending the ruling of the Criminal Justice on a complaint filed by receivers Atilio Arrúa and José Pincheirawho claim that their signatures were forged in an opinion approving the balance sheet.

Aristegui said that the situation will only be unblocked if justice fails in that case (for that we have to wait at least for the January fair to end) or if the Inaes and the provincial directorate of Cooperatives tell the CEB the steps to follow. facing the conflict raised. The president acknowledged that the CEB had never experienced a similar lack of definition.

He refused to describe it as “serious”, assured that the new delegates are already in office “from the first business day” after the election and said that the “regular movement of the Cooperative is carried out, with the authorities that come from the last year”. But the new directors and trustees, with acquired rights, still do not take office.

“It is not ideal but it does not cause harm either.””Assured Aristegui.

On the other hand, Red List counselor Laura Alves said “to say that everything must be paralyzed because the CEB is questioned in the courts is an invention, because the people who committed the irregularities are questioned, not the CEB.”

He pointed out that not calling an assembly, as it was supposed to do in December, “is a breach” and that the Red list evaluates how to act in the face of lack of definition. He pointed out that this situation “is aggravated by changes in government,” because the control organizations do not yet have authorities or have recently assumed them, and they take time to see what to do.

Alves believed that the continuity of the CEB directors and supervisory commission with expired mandates – and with an assigned salary – “is not something that is enabled by the regulations.”
