The Minister of Solidarity, Social Inclusion and Family, Awatef Hayar, confirmed today, Tuesday, April 16, 2024, in the House of Councilors, that the draft decree regarding granting a card to a person with a disability “is ready and will be presented to the Government Council soon for approval.”

In her answer to an oral question regarding “granting a special card to persons with a disability,” Hayar explained on her behalf the Minister of Agriculture, Marine Fishing, Rural Development, Water and Forests, Mohamed Siddiqi, that the aforementioned draft decree, which includes the conditions and procedure for obtaining a disability card, has been prepared. According to a participatory approach with all concerned sectors.

The minister added that the final version of the draft decree “is ready following its completion following a series of meetings held by the General Secretariat of the Government,” highlighting that this project comes following “the preparation of a new disability assessment system as a standard reference for determining the nature of disability.”

The government official stated that the preparation of this system was based on the principles of the International Convention on the Rights of Persons with Disabilities, as well as the International Classification of Disability and Functions of the World Health Organization.

As part of the ongoing efforts to enhance social protection and support people with disabilities, Ms. Hiar pointed out that the Ministry of Solidarity, Social Inclusion and Family will launch in 2023 a study on “the basket of health services directed to people with disabilities within the framework of the social protection system.”

She revealed that this study, which was completed with the support of the World Health Organization and in partnership with the National Health Insurance Agency and the Ministry of Health and Social Protection, has been completed, and its results will be presented soon.

In the same context, the Minister confirmed, in her answer to an oral question regarding “supporting and accompanying persons with disabilities in the rural world,” that a new generation of programs and services had been approved for the benefit of the disabled category, in the fields of education, health, and employment.

She explained that a set of measures have been taken to accompany the download of these workshops within the framework of implementing the axes of the government program 2021-2026, which allocated 500 million dirhams to support associations of people with disabilities.

It was reported that these workshops benefited 26,283 school children with disabilities, 27.24 percent of whom are located in the rural world, for a total amount of 420 million dirhams in 2023.

Among the achievements that are of interest to this group, according to the Minister, are “the rehabilitation and digitization of 82 centers to receive and assist people with disabilities, and the provision of disability evidence through the digital platform “My Services,” from which more than 140,000 people benefited between 2021 and 2023,” in addition to Financing 1,830 income-generating projects in 2023 and supporting more than 500 innovative projects with a financial envelope of 89 million dirhams in 2023.

The Ministry also worked, Hayar adds, to “continue the regional implementation of the 26 partnership agreements aimed at improving access concluded with the territorial communities” and to create 17 centers to care for people with disabilities in 2023, in addition to digitizing 300 social centers and developing a special digital platform.
