FORUM Communities Concerned with the Indonesian Parliament (Formappi) provides an evaluation of the performance of the DPR for the fourth session of the 2023-2024 session year. In his study, Formappi explained that the DPR had not made any progress at all in carrying out its legislative functions.

Formappi Budget Researcher Yohanes Taryono said that the DPR’s lack of seriousness might be seen from the lack of dynamics in implementing legislative functions since the fourth session opened.

“Substantial discussions regarding legislation seem to be drowned out by election issues. “Moreover, the DPR doesn’t seem to be trying to involve the public in the process of discussing several bills,” said Taryono in a press conference ‘Towards the End of the Period, the DPR’s (Performance) is Still Like the Beginning of the Period’ at the Formappi office, East Jakarta, Monday (13/5).

According to Taryono, the only important moment for the implementation of the DPR’s legislative function was what occurred on March 25 2024, namely level 1 approval of the Draft Law on the Welfare of Mothers and Children (RUU KIA) which was discussed at Commission VIII of the DPR RI.

“With the time for level 1 adoption on March 25, at the plenary session on March 28, the KIA Bill might have been passed at the plenary session. “Unfortunately the DPR does not want to pass the KIA Bill to become law,” he said.

Apart from that, in the performance of legislation during the fourth session, there were two bills that were successfully passed by the DPR during the fourth session, namely the revision of the Village Law and the Bill on the Special Region of Jakarta (DKJ).

However, both the Village Bill and the DKJ Bill were discussed hastily by the DPR. The revision of the Village Law repeats the DPR’s practice of revising a regulation without in-depth evaluation and study of the implementation of the previous village law.

“The revision is simply to please the village head whose term of office has been extended for one period with the village budget increasing. This revision only targets village officials. “Not to the village community,” said Taryono.

“The DKJ Bill also doesn’t seem to be discussed well enough. “How the new Jakarta, which is no longer the nation’s capital, is designed for certain purposes is not clearly depicted in the DKJ Law,” he added.

The DPR and the government seem to be focusing on the agglomeration area which was originally prepared to be led by the vice president. However, it was changed to the president’s authority to appoint the chairman.

“Again, the authority of Jakarta residents in the new world of DKJ does not really have a place in the regulation of the DKJ Law,” he concluded. (Z-8)
