To be continued in L’Observateur in its publication this Thursday, S. Ndiaye, influential boss at the head of a hard drug trafficking network (ecstasy and methamphetamine) operating between Banjul and Dakar, has been behind bars for several days. He was trapped by investigators from the Criminal Investigation Division (Dic), with a large order of hard drugs.
This notorious trafficker, renowned for his ability to watch his back, did not see the Dic sleuths’ dragnet coming. He was framed by a fake order for hard drugs. Visibly obsessed by the big jackpot he hoped to pocket by completing this transaction, S. Ndiaye loses his usual vigilance and takes the bait. He is arrested during a meeting with buyers who are none other than plainclothes police officers.

To reach the mastermind of this mafia, Dic investigators exploited information on a vast network of hard drug trafficking (ecstasy and methamphetamine) between Banjul and the Dakar districts of Yoff and Cambérène, led by S. Ndiaye. Determined to quickly dismantle this criminal network in the Senegalese capital, the boss of Dic is setting up elements of the Research and Interpellation Group (Gri). Their mission is clear: monitor, cross-check information, infiltrate the network and, if necessary, arrest any suspects.
On November 17, 2024, the Gri police officers in plain clothes took action. S. Ndiaye’s headquarters in Cambérène is discreetly surrounded by the police, who manage to infiltrate his mafia. A major order is subtly simulated by investigators experienced in this type of operation. S. Ndiaye, unaware of the trap set by his “clients”, chose to personally manage the transaction. He agrees with them on the details of the deal and the location of the exchange.

Once the agreement was established, S. Ndiaye contacted one of his relatives, Mr. Ndiaye, who served as his driver. On board the latter’s motorbike, they go to the meeting place with stocks of ecstasy. Still unaware that they are about to conclude a deal with plainclothes police officers, S. Ndiaye presents a first batch of 61 ecstasy tablets. While he expects to receive a first payment in bank notes, he is surrounded by his “clients” who reveal their true identities. The motorcycle was immediately seized and searched. There, a twist: another stock of 140 ecstasy tablets is discovered in the trunk of the motorcycle.
Confronted with the facts, S. Ndiaye admits to having been thrown into this trap by a member of his mafia, a certain Kh., who had provided him with information on this delivery of 61 ecstasy tablets. On the origin of the drugs, he gives a version that is difficult to believe. The exploitation of his phone confirms his role as a notorious kingpin of hard drug trafficking in Senegal and Gambia, where he has visited on several occasions. The results of the analysis of the seized drug samples, carried out by the Technical and Scientific Police Division, reveal that it is a methamphetamine-type substance.

What were the key intelligence-gathering methods used in the operation against drug trafficker S. Ndiaye?
**Interview with Inspector Karam, Lead Investigator at the Criminal Investigation Division (Dic)**
**Interviewer**: Thank you for joining us today, Inspector Karam. We’ve learned that S. Ndiaye, the notorious drug trafficking boss operating between Banjul and Dakar, has recently been arrested following an extensive undercover operation. Can you walk us through how this operation was planned and executed?
**Inspector Karam**: Absolutely, and thank you for having me. The operation was the culmination of months of intelligence gathering. S. Ndiaye was a significant player in the trafficking of hard drugs, specifically ecstasy and methamphetamine. We had been monitoring his activities closely, thanks to information from various sources. Our goal was to bring down his network systematically.
**Interviewer**: It seems that Ndiaye was caught off guard. What specific strategies did your team employ to ensure his arrest?
**Inspector Karam**: We relied heavily on undercover operations. In this case, we created a fake order for drugs that was substantial enough to pique his interest. By doing this, we could draw him out of hiding and ensure he would personally handle the transaction, which is not something he usually did, as he typically delegated these risky encounters.
**Interviewer**: That sounds quite risky. How did your team ensure their safety during the operation?
**Inspector Karam**: Safety is always our priority. We conducted the operation with meticulous planning. Officers were placed in strategic locations to surround the area discreetly. We also ensured that our agents were well-trained in managing such undercover situations to prevent any exposure before we were ready to make the arrest.
**Interviewer**: After his arrest, what are the next steps for your team regarding Ndiaye and his network?
**Inspector Karam**: With Ndiaye in custody, our immediate focus is to gather as much information as possible from him to understand the full extent of his operations. This includes identifying other members of his network and mapping out routes, suppliers, and buyers involved in the drug trade. Our Research and Interpellation Group (Gri) will continue to monitor those individuals and dismantle the broader network.
**Interviewer**: Given the ongoing issues with drug trafficking in the region, how do you see the influence of figures like Ndiaye affecting the local community?
**Inspector Karam**: Individuals like Ndiaye create a ripple effect through the community. Their operations not only contribute to drug abuse and crime but also erode public safety and trust. By tackling these networks, we aim to restore order and safety to the neighborhoods affected by such criminal activities.
**Interviewer**: Thank you, Inspector Karam, for shedding light on this significant case. It’s crucial work that your team is doing.
**Inspector Karam**: Thank you for the opportunity to discuss our efforts. It’s a challenging battle, but we remain committed to making our communities safer.
