The Kirovsky District Court chose the former deputy governor of the Tomsk region, Yevgeny Parshuto, a preventive measure in the form of detention for two months. This was reported by a vtomske.ru correspondent from the courtroom.
Recall that on October 17 it became known about criminal case against the former deputy governor for construction and infrastructure, Yevgeny Parshuto. He is suspected of organizing and leading the abuse of office. The criminal case is connected with the construction of a school in the village of Kornilovo.
On Tuesday, October 18, the election of a preventive measure for Yevgeny Parshuto was held in the Kirovsky District Court. Court closed from the media the process itself for a number of reasons, but allowed for the announcement of the decision.
At the announcement of the decision, the judge said that Yevgeny Parshuto had already been charged, he had been interrogated, he did not admit his guilt.
The investigation requested that Parshuto be taken into custody. Law enforcers believe that the former deputy governor, being at large, can hide from the investigating authorities and the court. The lawyers objected and asked for house arrest. According to the judge, the interrogated defense witnesses characterized the accused as a respectable family man, an honest person and a professional.
“The court decided to establish a preventive measure in the form of detention for a period of two months in relation to Yevgeny Parshuto, until December 17, 2022. The court came to the conclusion that the accused can hide from the investigation and the court, put pressure on witnesses, and obstruct the investigation, ”the journalist vtomske.ru reports.
Criminal case
Parshuto is suspected of organizing and managing abuse of power committed by a person holding a public position in a subject of the Russian Federation (part 3 of article 33 and part 2 of article 285 of the Criminal Code of the Russian Federation).
According to the investigation, in December 2019, a contract was signed between the Territorial Development Department of the Administration of the Tomsk District and SpetsMontazhStroy LLC for the construction of the Kornilov School. In December 2019, the district administration also signed a contract with Stroitelnaya Laboratoriya LLC for construction control at the facility.
According to the IC, “Construction Laboratory” revealed violations at the facility, but the contractor did not eliminate them. Parshuto, according to investigators, knew about these violations.
The Investigative Committee stated that the ex-deputy governor Parshuto gave an illegal instruction to return the inspection documents that interfered with payment for the work performed, and an official from the administration of the Tomsk region – an instruction to accept and pay for the work performed by the contractor.
Construction of a school in the village of Kornilovo
In 2019, in the Tomsk region, a contract was signed with Spetsmontazhstroy LLC for the construction of a school. Construction of the facility began in the summer of 2020. The completion of construction work has been postponed several times.
Due to the failure to commission the school on time, the contractor was fined 117 million rubles by court decision. The company did not agree with the decision of the court. According to the contractor, the district administration was in no hurry to agree on the forced changes to the equipment project, which caused the work to stop. The company also said that in February of this year they unilaterally terminated the contract with the customer. The administration of the Tomsk region, in turn, said that the contract was terminated by the administration, and the organization committed a number of violations.
In May, investigators excited a criminal case on attempted fraud in the construction of a school. The audit showed that the acts presented for payment indicated that the contractor had completed work on the installation of 11 entrances to the facility. The audit showed that these works were not carried out. The cost of work not completed, but indicated in the payment documents, exceeded 2.1 million rubles.
Tomsk District Court canceled the decision to recover a fine in the amount of 117 million rubles from Spetsmontazhstroy LLC, the case materials against the organization will be sent for a new consideration.
In addition, earlier a criminal case was initiated against the deputy head of the Tomsk region, Denis Prazukin, related to the construction of the school. According to investigators, Prazukin signed invoices for construction work, despite the identified violations by the contractor. Against him opened a criminal case on abuse of power. Kirovsky District Court of Tomsk concluded Prazukin into custody, later the regional court changed the measure of restraint to house arrest.
