The controllers say they have noted an overbilling of more than 2.7 billion FCFA on the price of rice purchased and distributed to the poorest populations during confinement. It also points to overcharging for hydroalcoholic gels.
According to the report, 19 billion FCFA were also allocated to expenditure unrelated to Covid-19. For example, the purchase of flower boxes by the Ministry of Urban Planning.
The Court of Auditors also highlights a problem with the awarding of contracts. Three travel agencies owned by the same person won 17 contracts for a total of 15 billion FCFA of medical supplies. The institution notes that these companies had no experience in the supply of medical equipment.
Lastly, the report reveals the payment in cash of certain suppliers whereas the texts impose a payment of the expenses of the State by check or transfer. The Court of Auditors therefore asks the Keeper of the Seals to open judicial information once morest 10 officials involved.
