The Conservative Party will allow ankle chains on children

The Conservative Party has submitted a proposal to the Storting to establish a new institution for children under the age of 18 who have committed serious or repeated offences.

– When I say we must have new means of coercion, it may be that they will have controlled access by telephone and that they will have to be kept more confined at times in order to achieve those solutions. There are measures we must take to get children on the right track, but also protect society, says Erna Solberg (H) to TV 2.

The proposal also means that, if necessary, the children will be subjected to electrical control, i.e. ankle chains. This should also apply to those under 15, believes Solberg, but no lower limit has yet been set.

– We will eventually have to develop and see that. But there is no point in saying that 14 or 13 is the limit, 12-year-olds also become drug dealers who engage in violence, says Solberg.

Criminologist Paul Larsson at the Norwegian Police Academy is critical of the proposal.

– One thing that is certain is that it is harmful to lock children and young people inside. It is primarily isolating and stigmatizing, and recidivism to new crimes is high. The ideal of these institutions has been good, they were supposed to have a rehabilitative effect, the reality has often been quite different, says Larsson.
