The Comptroller General’s Department in the case of procurement – (11 Feb. 2022) Ms. Kulaya Tantitemit, Director-General of the Comptroller General’s Department, revealed that according to the Cabinet’s resolution on monitoring and expediting the disbursement of budgets and government expenditures For the fiscal year 2022, the budget disbursement target for the overall expenditure is not less than 93%, the disbursement of the regular expenditure budget is not less than 93 percent. 98 The disbursement of the capital expenditure budget is not less than 75% and the overall expenditure budget is 100%.
Therefore, in order to expedite budget expenditure to be more flexible, expeditious and in line with the Cabinet’s resolutions which will make money into the economy asap Public Procurement and Supplies Management Committee (The Diagnostic Committee) therefore has established guidelines for the procurement limit of not more than 100 million baht, with the following important things:
Publication of draft notices and draft purchase or hire documents
– Electronic bidding method (e-bidding) with an amount exceeding 500,000 baht but not exceeding 10,000,000 baht to be at the discretion of the head of a government agency. to be published to listen to opinions from entrepreneurs or not
Publication of announcements and purchase or hire documents
– Purchase of employment by e-bidding method with an amount exceeding 500,000 baht but not exceeding 100,000,000 baht, government agencies shall publish announcements and documents for purchase or hire for a single purchase or hire of not less than 3 business days.
– For purchase of employment by e-bidding method with an amount exceeding 100,000,000 baht, government agencies shall publish announcements and documents for purchase or hire by electronic bidding for at least 20 business days.
– Hiring a consultant and the hiring of design or construction supervision for government agencies to publish announcements and employment documents for at least 3 consecutive business days
