The Cabinet approved the draft decision of the President of the Republic regarding the third amendment to the aid grant agreement between the Arab Republic of Egypt and the United States of America regarding comprehensive economic governance, which included adding $19 million to the amount of the agreement.

The third amendment aims to enhance comprehensive economic governance activities in Egypt to make them more effective and sustainable, enhance women’s participation in the labor force, support the population from the most needy groups and integrate them into society, and expand access to more efficient public services.

The Council of Ministers approved a draft decision of the President of the Republic regarding allocating an area of ​​5.95 acres of privately owned state-owned land in Port Said Governorate, for the benefit of the Ministry of Electricity and Renewable Energy. To be used in the construction of power stations and transformers.

The Council of Ministers approved a draft decision of the President of the Republic regarding approving the termination of the planned allocation for the public benefit of an area of ​​2.76 acres, equivalent to 11,596 square meters, in the district of Cairo Governorate, and re-allocating it for the benefit of the General Authority for the Cairo Sports Stadium. To be used in the establishment of the necessary projects on it.

The Council of Ministers approved the request of the Ministry of Housing, Utilities and Urban Communities regarding approving the prices of selling residential units at the free price, and put forward an advertisement for the sale in some cities, namely: New Cairo in Cairo Governorate, Bayad al-Arab in Beni Suef Governorate, Al-Asluji in Zagazig Center in Sharkia Governorate, Hurghada in the Red Sea Governorate, and Safaga in the Governorate. The Red Sea, and Damanhour in Buhaira Governorate, in accordance with the decision of the Board of Directors of the Social Housing Fund and Real Estate Finance Support No. 3/20/2023 dated 30-1-2023.

The Council of Ministers approved the minutes of the meeting of the Supreme Committee for Compensation No. 57, which was held on 9/2/2023, and included the proposal submitted by the Technical Secretariat to define and unify the foundations and controls for the period from 1/3/2022 to 1/31/2023, as well as compensation rates for contracting and supply contracts. .

The Council of Ministers agreed to extend the duration of all types of administrative contracts concluded by an additional 6 months, with the competent authority directing the administrative authorities to implement their discretionary powers in this regard, in order to achieve more support directed to the various segments of the business community in facing the repercussions of the current global crises.

The Cabinet approved the decisions and recommendations issued by the Ministerial Engineering Committee meeting held on 2/13/2023, regarding awarding companies, or increasing assignment orders to complete works to benefit from the investments that were spent for 68 projects, and the requesting authorities are responsible for appropriate prices.

The Council of Ministers approved the request of the Ministry of Youth and Sports regarding contracting with Al-Modon Company for Sports and Youth Services to assign the construction of 15 administrative buildings in youth centers in various governorates within the ministry’s investment projects plan, represented by the National Youth Council, for the fiscal year 2022-2023.

The Council of Ministers approved the approvals issued by the Ministry of Agriculture and Land Reclamation regarding the establishment of 73 projects in 17 governorates on an area of ​​81 acres, 18 square meters, and 11 shares, within the framework of implementing public benefit projects submitted by the governors, including projects that follow the presidential initiative “a decent life” for rural development. Egyptian.

Among these projects: the establishment of concrete mixing stations, sewage treatment plants, and soil storage stations, in addition to projects for drilling exploratory wells, establishing a factory for concrete flanges, and establishing a reduction and aroma station for the delivery of natural gases, as well as projects for establishing agricultural associations, health units, and a health unit. An ambulance, a police station, a parking lot, a mosque, a service building belonging to a church, family and child development centers, youth centers, in addition to the establishment of Azhar schools and institutes, in addition to housing projects, and others.

The Council of Ministers approved the recommendations issued by the Committees for Ending Governmental Disputes at the Ministry of Justice, for 49 disputes.

The Cabinet approved that the Ministry of Local Development contract with the Ministry of Military Production to furnish and equip 329 government service complexes in the targeted villages, as part of the service complexes implemented within the presidential initiative “A Decent Life.”

The Cabinet approved a draft law amending some provisions of Law No. 139 of 2021 establishing the Medical Emergency Response Fund.

The amendment stipulated that the phrase “medical emergencies and hereditary and rare diseases” be replaced with the phrase “medical emergency” mentioned in the aforementioned Law No. 139 of 2021 and Articles (1, 2, 3), and the phrase “medical emergencies and treatment of genetic and rare diseases” would be replaced with the phrase “ and medical emergencies” mentioned in Article (11, Clause 1).

The amendment added new articles and clauses, stipulating that the Board of Directors would form a “scientific committee” with experience in hereditary and rare diseases, and it would be concerned with proposing treatment protocols for those diseases, and it would have the right to propose a list of rare and hereditary diseases for which financial support would be provided for their treatments, and to evaluate and examine patients’ cases. Applicants to the scientific committee, issuing medical recommendations and approvals for the disbursement of treatment, as well as carrying out the rehabilitation of medical personnel to fill the shortage in specializations of rare diseases through the establishment of training courses and providing direct scientific advice to them, as well as providing the necessary technical support to the centers concerned with providing integrated care for patients with genetic and rare diseases to help In the spread of these centers in all governorates of the Republic, with the submission of technical and periodic reports to the Board of Directors on ways to confront genetic and rare diseases at the national level.

The amendment also stipulated “establishing the rules for the contribution to be borne by the fund for the treatment of patients with hereditary and rare diseases,” and “approving a list of hereditary and rare diseases for which the fund provides the necessary financial support for treatment.”
