“We must not create a new administrative burden for caregivers and hinder access to care”judged Mr. Niox-Chateau, interviewed by France Inter, Wednesday April 10. “There are 15% of patients who are in a situation of illiteracy [qui n’ont pas Internet ou qui ne savent pas l’utiliser] and 5% who do not have a bank card. Mr. Niox-Chateau also points out the problem of appointments which are not made online. According to him, it is up to Health Insurance to manage this “rabbit tax”, by deducting the 5 euros from the patient’s next appointment.

“Accountability Mechanism”

Mr. Attal had already announced, during his general policy declaration, his desire to implement a “rabbit tax”. This financial sanction is part of a series of measures announced on Saturday to try to reduce medical deserts. According to Matignon, this is “respond to the major concerns of the French: access to doctors, the ability to find an appointment within acceptable time frames”. “We can no longer (…) allow [d’avoir des rendez-vous médicaux non honorés] »declared the Prime Minister, who wants the implementation of a “accountability mechanism”.

The government therefore wants that from January 1, 2025, on online appointment platforms, a financial penalty of 5 euros will be imposed on the patient who does not show up and who does not notify less than twenty-four hours before.

According to the order of doctors and certain unions, such as the French Union for Free Medicine, the cost of these “rabbits” is estimated at 27 million lost consultations each year – an estimate which is not statistically robust, due to lack of exhaustive study of health professionals or statistical study carried out on a representative sample of French practitioners.
