The body that changed the development of the capital

In 2008, the real estate crisis in the United States was the origin of an economic crisis whose effects were felt by everyone, including Mexico. In 2009, this economic crisis was joined by one more of a health nature. The emergence of influenza AH1N1, which forced the paralysis of economic activities and the closure of businesses.

Faced with this crisis of 2009, the authorities of the then Federal District had the right idea of ​​creating an organization that would bring together different sectors such as academia, business, trade unions, professional organizations, civil society; as well as the Executive and Legislative powers, to act as a consultative, participatory and defining instance regarding the integral and sustainable development of the capital. Thus was born the Economic and Social Council of Mexico City.

Years later, with the political reform of Mexico City and in the middle of the legislative process to provide the capital of the country with its own Political Constitution, the Constituent Assembly saw fit, within article 17 of the local constitution, the creation of the Economic, Social and Environmental Council of Mexico City (CESA CDMX), adding on this occasion the dimension of the environment and thereby updating the vision of said body.

The CESA CDMX emerged as a body of social dialogue and public agreement that would collaborate with the local government in the promotion of inclusive social development, the fulfillment of rights, the promotion of sustainable economic growth, employment and the fair distribution of income. entry. The evolution of the capital and the needs of its inhabitants demanded it.

The parallelism of the conditions that we lived in 2009 and that led to the creation of the Economic and Social Council of the City, facing the scenario of this 2022, should help us to analyze the successes of the past and prepare ourselves for the challenges that the future holds. The organization and the accuracy in public policy decisions deserve it.

The CESA CDMX, incidentally, has by law the support of the Fund for Economic and Social Development of Mexico City, a public trust that exercises and manages the economic resources that the City Congress allocates for the fulfillment of its obligations. tasks. This budget, therefore, must be exercised with transparency and responsibility, to pay for the well-being of the inhabitants of the capital and be used strategically in the face of contingencies of various kinds.

As a plural body for dialogue, consultation and in the exercise of its functions of promoting inclusive social development, CESA has promoted the completion of various studies and documents that have served as input for city planning, the construction of public policies and legislative proposals within their areas of competence.

As some examples we can mention the proposal to create a “City Care System”, the construction of a living wage proposal, the generation of inputs for the analysis of the planning of the “City Development” or the “Plan Maestro Vallejo ”.

And it is precisely in this task that the Fund for Economic and Social Development of the city fulfills a fundamental task within the CESA CDMX, since it is the body in charge of following up on the studies approved by the council, in order to give way to its presentation, publication, diffusion and application in reality.

For this reason, as the current Director of the Fund, she considered it essential to revitalize the work of CESA, so that together, both organizations are national references in terms of proposals and public policies that address the economic, social and environmental challenges of CDMX, without losing of sight the human face of the same ones. The country’s capital took the first step 12 years ago. It is time to continue moving into the future and for the great cities of the country to follow suit.
