The bill on climate change is in the Plenary – 2024-04-27 13:47:17

With the positions of the rapporteurs and experts of the parties, the discussion of the draft law of the Ministry of Environment and Energy “Regulations for dealing with the multi-level effects of climate change in the fields of: a) water management, b) management and forest protection, c) urban resilience and politics, d) combating arbitrary construction, e) energy security”.

The bill has been introduced for discussion and voting in the Plenary by the Production and Trade Committee with the positive vote of the ND. SYRIZA, PASOK-KINAL, KKE, New Left and “Spartiates” have opposed the draft law. Greek Solution, Victory and Freedom Sailing have declared a reservation to be placed in the Plenary debate.

PASOK-KINAL submitted a request for a roll call vote on the principle of the bill and articles 3 to 13 concerning the establishment and operation of the new Water Management Organization of Thessaly SA. For the same articles, SYRIZA has announced that it will file an objection of unconstitutionality arguing that they violate article 2 par.1 and article 5 par.1 of the Constitution.

Amendments

At the same time, three ministerial and seven parliamentary amendments have been submitted to the draft law.

The first ministerial amendment has provisions related to the rationalization of the use of incentives for environmental upgrading and improvement of the quality of life in densely built-up and urban areas until the approval of the Local Urban Planning Plans – Strengthening of controls – Transitional provision – Addition of par. 8 to article 27, amendment of par. 3 of article 18 of the New Building Regulation and par. 1 of article 44 of Law 4495/2027. Arrangements for common areas in case of re-imposition of zoning expropriation – Amendment of paragraph 1 of article 89 and replacement of paragraph 3 of article 93 of Law 4759/2020. Regulation of implementation issues of Urban Planning Study of Building Cooperatives – Addition of par. 15 of article 39 of Law 4030/2011. Accumulation of the demolition permit and the approval of demolition works in the area of ​​Redevelopment I – Addendum of paragraph I to paragraph 4 of article 23 of Law 3983/2011. 5. Extensions of deadlines – Amendments to paragraph 7 of article 17 of law 4936/2022, paragraph 4 of article 53A of law 4662/2020, article 96 of law 4504/2017, paragraph 2 of article 293 of law 5020/2023.

The second ministerial amendment has provisions regarding placements – transfers – Amendment of article 149 and paragraph b paragraph 3 of article 159 Law 4662/2020. Movements – Replacement of article 161 of Law 4662/2020. Scope of application of provisions on transfers and secondments – Amendment of Article 162 of Law 4662/2020. Duties, staffing and administrative affiliation of Special Units of Forestry Enterprises – Addition of par. 1A to article 38 of Law 4892/2022. 5. Assignment of powers to the Technical Chamber of Greece for civil protection actions – Addition of article 18A to Law 4662/2020. Set-off and refund of extraordinary financial aid amounts to natural and legal persons – Addition of par. 2a to article sixty-six of Law 4839/2021.

The third ministerial amendment has arrangements for the disposal of rolling stock and accessories – Amendment of par. 3 of article 51 of Law 5092/2024. Arrangements for the circulation of public passenger vehicles “TAXI” reaching the retirement age by 30 April 2024. Additional grant for the upgrade and safety of the rail network. Issues of registers of production factors of public and private projects, studies, technical and other related scientific services – Amendment of article 144 of Law 4764/2020 and articles 39 and 65 p.d. 71/2019. Transitional provisions on the validity of registration certificates and degrees concerning the MH.TE. – Replacement of par. 2 of article 39 and par. 6 of article 65 p.d. 71/2019.

At the same time, the following have also been filed parliamentary amendments: One of the ND MP Yannis Tragakis for the examination of the forest character of the G. Pachi estate within the territorial competence of the Municipalities of Korydallos and Nikaia – Ag. Ioannis Rentis based on the current legislation on private areas.

An amendment by SYRIZA MPs for the maintenance of the exceptional adequacy in the case of an existing building on the neighboring plot, which has been subject to regulation.

Three amendments by PASOK – KINAL MPs regarding the promotion of an amendment for the declassification of quarry mining areas (intervention in par. 7 of article 48 of Law 4512/2018 (Government Gazette A’5). The strengthening of the retributive benefit of the local communities from the RES stations. The amendment of article 154, “Revival of photovoltaic plants for the implementation of energy offset” of Law 5037/2023.

The MP of the New Left Peti Perka has tabled an amendment regarding the extension of the deadline for concluding an Operational Support Agreement without being subject to competitive procedures by the Energy Communities of Western Macedonia.

He has also tabled an amendment independent MP Areti Papaioannou.
