The bill for the completion of land registration, the basic arrangements, was passed

It was outvoted the bill of the Ministry of Digital Governance “Completion of the land registration, simplification of procedures, use of artificial intelligence and provisions for the operation of the n.p.d.d. “Greek Land Registry”other provisions of the Ministry of Digital Governance”.

ND declared in favor of the principle of the bill for the completion of land registration. The opposition parties declared on principle, although they are voting on individual provisions.

The most basic arrangements concern a series of interventionssuch as:

– Completion of Land Registration by 2025

– The use of Artificial Intelligence in the legal control of contracts

– The acceleration and digitization of the process of correction of spatial changes

– The out-of-court solution for properties declassified as forest and returned to their owners, hassle-free

– The correction of properties of unknown owner, in favor of the real owner

– The unilateral modification of contracts in favor of the owners, by correcting square footage and other elements of the property, without requiring the cooperation of other owners

– The establishment of a 24-hour possibility to submit transactions

– The recruitment of temporary staff to the organization, especially for border and island areas

– The establishment of a procedure for the immediate return of due fees of Mortgage Offices to their beneficiaries

– The possibility of obtaining a property title based on a preliminary agreement, which solves thousands of cases, especially in Northern Greece

The main objectives of the new law are: a) the facilitation and security of transactions, as the purchase and sale of real estate will be completed faster and with greater security, b) the reduction of bureaucracy, c) technological modernization, since digitization in combined with the inclusion of artificial intelligence tools support significantly upgrade the services provided and d) economic development. A modern, accessible, functional and digital Land Registry is a basic prerequisite for attracting investment and developing the economy.

In addition, it is established:

– The obligation of citizens to register their mobile phone number, if they have one, in the National Register of Communications (E.M.Ep.). In addition, citizens register either their e-mail address or their residential or contact postal address. In this way, the issue of data inaccuracy and its dispersion in multiple bases of the State is addressed, while at the same time the level of protection of personal data increases.

– The possibility of circulating public documents using ICT. Public bodies will now be able to notify administrative acts electronically, with the citizen’s registration in the E.M.Ep, where it will be provided as a default. Otherwise, the citizen should choose not to be served with electronic documents. Especially for all those who are already registered in E.M.Ep, the possibility is provided to reject the electronic notification of documents until 31.12.2024. Electronic circulation ensures citizens’ access to documents, enhances the security of performance through accurate time-stamping and saves significant resources for the State, as the costs of printing and physically sending documents are reduced.

– The creation of the information “System of Authentication and Authorization of Persons” (S.A.E.P.) which will confirm with safety, efficiency and speed the identity of natural persons during their access to digital systems of the Public and Private Sector.

– The taking of safeguard measures for the continuation of the broadcast of the radio programs of E.R.T. S.A. The problem of obstructing the smooth broadcasting of E.R.T.’s radio programs is addressed. S.A. due to constant interference, as well as due to the impossibility of coverage due to the particular geomorphology of the soil.

The Minister of Digital Governance, Dimitris Papastergiou, emphasized that “with today’s bill, a stronger impetus is given to the largest IT project currently being carried out in the country, the Greek Land Registry, which will be completed in 2025, solving years of problems. The digitization of millions of records and the integration of Artificial Intelligence tools further enhance its developmental sign. There are no magic solutions and nothing would have happened if in the last five years both this and the previous government under Prime Minister Kyriakos Mitsotakis had not taken brave decisions. The goal is a modern, digital Land Registry that reduces bureaucracy and does not inconvenience citizens. At the same time, today we are institutionalizing important interventions for the next day of the digital state, such as the mandatory registration of contact details in the E.M.Ep and the possibility of electronic circulation of public documents. At a time when the digital services provided are increasing at an exponential rate, we need a state that has accurate data, increases its level of protection, ensures citizens’ access to important public documents, we need a digital and efficient state for the benefit of all citizens”.

The Deputy Minister responsible for the Land Registry, Konstantinos Kyranakis, pointed out that “with the new bill for the Land Registry, we are completing a project of 3 decades but actually 2 centuries. With the acceleration of land registration, in 2025 Greece will finally have a complete Land Registry, ending a regime of uncertainty. By leveraging artificial intelligence for faster and safer legal control, we create a modern, digital Land Registry that protects citizens’ property, enhances legal certainty and facilitates economic development. This bill is not just a legislative initiative, but an important investment in the future of our country and the completion of a major reform.”
