[The Epoch Times, February 14, 2023](Reported by Epoch Times reporter Ning Haizhong) The CCP spy balloon incident has worsened US-China relations. The CCP Military Commission issued a document yesterday (13th) requesting to promote the learning of the CMC chairman responsibility system, emphasizing “absolute reliability” and listening to Xi Jinping’s command. Relevant pointers attract attention.

The Xinhua News Agency of the Communist Party of China stated on February 13 that with the approval of the Central Military Commission, the General Office of the Central Military Commission has recently issued a study and education plan for the Chairman of the Military Commission responsibility system. According to the report, the document requires the military to be “absolutely loyal,” “absolutely reliable,” and to follow “Chairman Xi’s command” in all actions.

Current affairs commentator Li Linyi told The Epoch Times on the 14th that the background of the CCP’s release of this “study plan” at this juncture is rather special. Originally, following the Xi authorities conducted multiple rounds of purges of the military, Xi has roughly taken control of the military. After the 20th National Congress, Xi should have entered the heyday of his power. Moreover, the authorities have repeated the statement that the chairman of the Military Commission is responsible.

Li Linyi believes that the recent Chinese Communist spy balloon invasion of the United States occurred. On the issue of spy balloons, the military probably failed to be “absolutely reliable” and “follow orders in all actions.” That’s why this article was officially published.

Current affairs commentator Zhong Principle believes that Xi Jinping must deal with the balloon incident, regardless of whether he knew regarding it or not. The United States is still assessing and analyzing, and has not yet fought back. “At this time, Xi Jinping emphasizes that everything is subject to command. He may be worried regarding conflicts. He is probably trying to restrain the CCP military officers from acting rashly and keep a low profile.”

Zhong Yuan said that the epidemic in China has not yet passed, the two sessions will be held soon, and the military strength gap between China and the United States is obvious. The CCP has not yet dared to confront the United States head-on, but such an attitude cannot be made public, otherwise it will be too embarrassing, and it can only vaguely say that it follows orders. “It looks really scary.”

Since the beginning of this month, the news that the Chinese Communist Party’s balloons have appeared over the United States has shocked the world. The Pentagon refuted China’s so-called civilian balloons and accurately stated that they were a fleet of spy balloons related to the Chinese military.

Regarding whether Xi Jinping knew regarding the balloon invasion of the United States, some outsiders believe that Xi may not have known regarding it. This is an act of “digging holes” in the CCP’s internal struggle. It cannot be ruled out that someone in the military has embarrassed Xi.

However, Yuan Hongbing, a scholar in Australia, told The Epoch Times on February 8 that Xi Jinping was fully aware of the military’s spy balloon program because the CCP’s Strategic Support Force has a new unit responsible for releasing balloons around the world. Xi Jinping’s deployment is a specific link in the overall preparations for war.”

Yuan Hongbing believes that the exposure of the CCP’s spy balloons at this point in time was an accident, which just shows that the Xi Jinping authorities lack the ability to systematically coordinate all areas.

Japan’s Kyodo News Agency quoted sources from within the CCP on February 9 as saying that the CCP’s reconnaissance balloon that flew over the U.S. mainland and was shot down by the U.S. military was under the jurisdiction and operation of the Chinese Communist Party’s strategic support force for space and cyber warfare. He also said that the Chinese military did not notify the Ministry of Foreign Affairs of the balloon intrusion into the United States, and the top leadership of the Chinese Communist Party has ordered to improve communication between various departments.
