During a communication made Thursday to his office, the Minister of the Interior and Security, Hermann Immongault, indicated that the first stage of issuing the national electronic identity card (CNIE) begins on April 3 and will concern the production and issuance of personal identification number (PIN) certificates.
All Gabonese citizens aged at least 16 years are affected by this operation which opens next Wednesday April 3. Initially, the operation only concerns Greater Libreville, due to demographics and favorable logical, material and technological conditions (internet connection in particular).
Convenient locations and arrangements
To welcome citizens, twelve (12) centers are open in Libreville: at the headquarters of the General Directorate of Documentation and Immigration (DGDI) in Oloumi, at the headquarters of the General Inspectorate of the National Police (just side of the DGDI) and in the Belle Vue 2 and Nzeng Ayong police stations.
In Owendo, the places indicated are the police station, the public garden (facing Ckdo) and the Léon Augé sports arena. All these sites are located in the first arrondissement of this municipality.
In Akanda, people will be received at the Okala police station, as well as in the town halls of the 1st arrondissement (Cap estérias) and the 2nd arrondissement (Angondje water tower).
Finally in Ntoum, the Komo mondah prefecture and the DGDI branch are the dedicated sites for this campaign.
Depending on the flow, other sites might be made operational.
Also, alongside these fixed sites, other mobile sites will be deployed to go to hospitals and people with reduced mobility.
The documents to be provided are the ordinary passport or the legalized birth certificate. The certificate of nationality for those citizens who have acquired Gabonese nationality, accompanied by the receipt from the public treasury.
Obtaining the personal identification number (NIP) is the sine-qua-non condition for establishing the national electronic identity card (CNIE), specified the Minister of the Interior and Security.
For those who had already been registered during one of the successive elections since 2013, therefore who already have a PIN, the operation which opens on Wednesday April 3, will consist of a verification of information before the issuance of the certificate requested.
The minister then reassured that this campaign will extend immediately following Libreville, to all nine (9) provinces of the country.
Characteristics of the new CNIE
The new identity card itself, expected in the coming weeks, will be “ highly secure“, according to international standards,” insisted Hermann Immongault.
It will be equipped with a chip, therefore electronic, including a digital identity and a personal identification number.
To this end, its production was entrusted to the DGDI which already produces other secure documents such as passports and residence and refugee cards.
Two security filters are better than one, the Ministry of the Interior and Security is also supported in this process by the National Agency for Digital Infrastructure and Frequencies (ANINF).
