Vietnam Oil and Gas Corporation (PVN) is focusing resources to bring the Factory project Thai Binh thermal power plant 2 enter commercial power generation in the first quarter of 2023.

As of February 13, the Thai Binh 2 thermal power project has achieved 98.27% of the overall progress. Currently, on the project site, there are 606 experts, engineers and operators working directly.

According to the Project Management Board, unit 1 finished running reliably on the evening of February 5. Unit 2 has completed 50% of the no-load test (AVR test) and is regarding to complete the no-load and coal-fired tests, AVR test at 25% load, turbine overspeed test.

Up to this point, the coal loading and unloading system (including 5 machines) has completed 3 machines; loader 4 is connecting the control cable, is expected to complete the test run on February 24; and coal loader No. 5 has just completed mechanical installation and has not been handed over to FLS Contractor for trial operation.

In addition, the No.1 and No.2 coal storage pile-breaking machine systems are expected to be completed on February 15, and the conveyor routes to warehouse 1 and from warehouse 1 have not yet been connected to fiber optic cables. complete synchronous operation.

Basically, the project has completed the fire protection system for conveyor lines and transition towers inside the factory; is installing fire prevention and fighting pipes outside the coal receiving port. The items of coal storage No. 1, slag dump… are expected to be completed in mid-March.

At an online meeting with the Project Management Board and contractors on February 13, PVN General Director Le Manh Hung asked the Management Board to review and complete the conditions to be ready to issue a certificate of approval for power generation. temporary (PAC) and commercial operation (COD) with unit 1.

In addition, the Management Board and contractors actively review and set up a detailed test-run schedule with unit 2 so that in the first quarter of 2023, technical conditions for commercial power generation will be completed.

General Director Le Manh Hung also requested the parties to review the EPC contract, the appendices that need to be completed to proceed with the handover of the plant from trial operation to commercial power generation.

PETROCONs Management Board and General Contractor ensure optimal reliable running time, forecast of coal and oil raw materials, spare parts, consumables for the 2-year plant operation as well as calculation and adjustment of the plan. commercial operation plan in line with reality.

It is known that the arrangement of coal for coal-fired power plants in Vietnam is still facing many difficulties when the demand for coal and the world price of coal are quite high (over 380 USD/ton) while coal production is still high. Imports account for nearly half of total domestic coal consumption.

As for fuel oil, due to the impact of the Russia-Ukraine conflict and Western countries’ sanctions on Russia, the world oil price has increased sharply since February 2022 and continues to stay at a high level (regarding below 120 USD/barrel) although fuel demand growth is forecast to slow this year.
