Temporary Protection Permit Available for Irregular Cuban Migrants in Panama

As of this July 17, Cubans who are in an irregular situation in Panama will be able to request a Temporary Protection Permit for two years.

Said permit has the objective of “providing protection to the irregular migrant population who are in a condition of vulnerability, subject to risks and dangers in the face of the smuggling of migrants and the different forms of human trafficking,” the National Migration Service recently announced. (SNM) of that country.

As of this Monday, all foreigners, regardless of nationality, who are illegally in Panama, have remained in the country for a period of not less than one (1) year, and do NOT have a current immigration process, may request the Permit. Temporary Protection.

According to the information that has transpired, the Panamanian government will grant the permit “for a single non-extendable period of two years, individually for each applicant.” No “dependents” will be allowed.

This means that the beneficiaries of this instrument will be able to reside in Panama for 2 years, “complying with the tax, social security, health and legal obligations in general that their activity demands.”

The SNM has made it clear that “this permit is not an invitation to try to enter the country irregularly.” It will only apply to those migrants who were in an illegal situation in Panama at the time of the promulgation of the Executive Decree.

Migrants who wish to request the Temporary Protection Permit must do so in person before the National Immigration Service of Panama, “so that, in the event that the submitted procedure proceeds, they can complete the Single Immigration Registry.”
