Temporary Parole Program (Humanitarian Parole): Requirements, Benefits, and Sponsor Responsibilities

The Temporary Parole program (Humanitarian Parole) is a legal alternative to entering the United States temporarily for urgent humanitarian reasons or significant public benefit.

30,000 monthly permits are offered for citizens of Cuba, Venezuela, Nicaragua and Haiti, with the aim of working in the country, according to USCIS.

Requirements to apply for Parole

  • Have a valid passport.
  • Have a sponsor in the United States who demonstrates that they have the financial resources to support your stay for two years.

Programs not included in Parole

But, not all federal and state programs are considered means-tested benefits. Some of the excluded programs are:

  • Emergency Medicaid.
  • Short-term emergency non-monetary aid.
  • Services provided under the National School Lunch Act and Child Nutrition Act.
  • Vaccinations, testing and treatment of communicable diseases.
  • Student assistance under the Higher Education Law and the Public Health Services Law.
  • Certain forms of foster care or adoption assistance under the Social Security Law.
  • Programas Head Start.
  • Other specific programs excluded by state authorities.

Benefits and verification

It is important to note that some public benefits require means testing.

These include food stamps, Medicaid, Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), and the State Children’s Health Insurance Program (SCHIP).

These programs, when used, should be verified to ensure that they do not adversely affect the sponsor’s ability to meet its financial obligations.
