It was revealed that 24 current teachers who participated in the College Scholastic Ability Test (CSAT) and mock assessment questions sold the problems to private education companies such as large entrance exam academies.
On the 19th, the Ministry of Education held the ‘4th Pan-Government Response Council on Private Education Cartels and Absurdities’ at the Sejong Government Complex, chaired by Vice Minister Jang Sang-yoon, and decided to sue four current teachers on charges of interfering with CSAT work.
They were found to have falsely written a pledge at the stage of writing a pledge before participating in the CSAT exam, stating that they had not been involved in writing commercial test books sold over the past three years.
Of the four, three participated in both the CSAT and mock evaluation questions, and one participated only in the mock evaluation.
In addition, it was decided to request an investigation into 22 teachers who sold questions following participating in the test on charges of ‘prohibition of receiving money or valuables’ under the Anti-Graft Act and ‘violation of confidentiality obligations’ under the Government Contributions Act.
Teachers who prepare CSAT exams have an obligation to keep confidential all information they are aware of during the exam period.
Two of them are filing complaints and requesting investigations.

An official from the Ministry of Education said, “Among the 24 people, there was a case where they received close to 500 million won, and there were many teachers who received hundreds of millions of won. There were also cases where teachers who received bribes were involved in the preparation of CSAT and mock exams as many as 5 or 6 times.” .
The Ministry of Education plans to request an investigation into 21 private education companies that bought problems from teachers on the same charges.
In addition, when forming the 2024 CSAT exam preparation team, we plan to thoroughly exclude teachers with a history of selling questions to private education companies and prepare a system improvement plan within this year to prevent question sellers from private education companies from participating in the CSAT and mock test questions.
