Beijing, Guizhou, Zhejiang and other places in China are exploring the establishment of teacher withdrawal mechanisms to prevent individual teachers from lying flat and eliminate irresponsible teachers from the teaching team.
According to the “Beijing Business Daily” report, the 2024 work meeting of the Beijing Fengtai Education Development Council was held on January 7. The “Several Measures on Promoting the Management Reform of “District-Managed and School-Recruitment” of Primary and Secondary School Teachers in Fengtai District” explained at the meeting proposed , in 2024, the district will strengthen the annual assessment of teachers and the application of assessment results, and explore the establishment of a teacher withdrawal mechanism.
Zhai Hongchen, deputy director of the Fengtai District Education Commission, said that for teachers who fail the annual assessment during the employment period, the school may not renew their employment following the employment period ends, or they may lower their job grade or adjust their employment. For those who disobey the organizational arrangements or who still fail the annual assessment following being assigned to a new position, the school may terminate the employment contract according to prescribed procedures.
Zhai Hongchen said that the next step will be to unite multiple departments to clear out redundant school personnel who have been employed for a long time and are not on duty, release the school’s staffing potential, and reduce or eliminate the phenomenon of overstaffing in schools.
In addition to Fengtai in Beijing, the education authorities in Guiyang, Guizhou, Ningbo, Zhejiang and other places have all expressed their intention to make relevant attempts to withdraw teachers from the system.
The Guiyang Municipal Education Bureau issued a document in February last year proposing to establish a comprehensive evaluation system for teachers and implement an exit mechanism for the lowest ranking. For teachers who rank at the bottom in the comprehensive assessment, a mechanism of “cancellation of target performance for the first time, transfer to other posts once more, and exit following being dismissed three times” will be implemented.
The Ningbo Municipal Education Bureau also issued a draft opinion on the teacher withdrawal mechanism in November 2022, proposing that teachers who fail to be hired, fail the assessment, violate teacher ethics or are not qualified for teaching positions due to other reasons will be withdrawn.
Xiong Bingqi, dean of the 21st Century Education Research Institute, said in an interview with China News Service that the main purpose of implementing the teacher withdrawal mechanism is to break the “iron rice bowl” of teachers, prevent individual teachers from lying flat, and eliminate irresponsible teachers from the teaching team.
Xiong Bingqi said that when implementing this mechanism, we should also consider avoiding increasing teachers’ professional burnout, exacerbating teachers’ assessment burden, and making basic education more utilitarian.
