Last Tuesday, October 10th, entities representing the information technology sector participated in a breakfast at the Federal Senate with parliamentarians to discuss the Proposed Amendment to the Constitution (PEC) 45/2019 approved in the Chamber of Deputies in July and currently being processed in the Senate. Senators Izalci Lucas (PSDB-DF), Eduardo Gomes (PL-TO) and federal deputy Ricardo Aires (Republicanos-TO) were present.
The meeting aimed to reinforce the importance of the technology sector for the country’s growth as a driver of the national economy and defend the inclusion of the sector in the rate reduced by 60% of the standard rate (art. 9, § 1) provided for in the text of tax reform.
According to the report “Software and ICT Services Industry in Brazil: characterization and recent trajectory”, from the Ministry of Science, Technology and Innovations (MCTI), the software and IT services industry grew 6.5% in Brazil in 2021. The survey indicates that This Brazilian market has grown at a rate above the global sector.
Senator Izalci Lucas guaranteed commitment to incorporating the amendment into the final text of the Tax Reform. “We hope to approve the amendment presented by the sector. This service area has a significant impact. It is important to put innovation and technology at an incentive level to generate more jobs,” he said.
According to the executive president of the Association of Brazilian Registration Authorities (AARB), the entity that represents the registration authorities of the Brazilian Public Key Infrastructure – ICP-Brazil, Jorge Prates, who was present at the event, the participation of technology associations in the process of building the tax reform, currently being processed in the Senate, it is of utmost importance to minimize the impacts of taxes on the sector, due to its fundamental role in the country’s transformation and innovation.
“The area of technology and innovation is linked to each and every productive sector, such as industry, commerce, services, agriculture and especially education. For this reason, it must be viewed favorably within its tax framework. AARB is part of this debate, fighting for the digital certification sector and clarifying its place in this context of technological evolution as being the most secure authentication tool”, says Prates.
Also participating in the meeting were the Brazilian Association of Software Companies (ABES), Brazilian Internet Association (Abranet), Association of Brazilian Information Technology Companies (Assespro), Brazilian Association of Information and Communication Technology Companies (Brasscom), Federation National Information Technology Companies (Fenainfo), Santa Catarina Technology Association (Acate) and the Union of Internet Companies of the State of São Paulo (Seinesp).
