Violation of the order is punishable by imprisonment for the girl’s father or guardian and dismissal from government employment, if any. The burqa was mandatory during the Taliban rule from 1996 to 2001. The Taliban claimed that the blue burqa used by women during this period was the most desirable. In most parts of Afghanistan, women come out wearing religious headscarves.
