The Confederation and the cantons are preparing for extreme scenarios in the event of a power shortage next winter. It is not excluded that, in extreme cases, the population rebels, or that there is looting.

Thus, a network cut or a blackout would have significant consequences, said Fredy Fässler, president of the Conference of Directors and Directors of the Cantonal Justice and Police Departments (CCDJP), in an interview with Blick on Saturday.

In such a case, it would no longer be possible to withdraw money at the ATM, no longer possible to pay by card at the store or to refuel at service stations. All the heaters are no longer working and the streets are plunged into darkness. The country must be prepared for such extreme scenarios, believes Mr. Fässler, who however does not expect them to occur.

Gaps filled

Already in 2014, the security forces prepared themselves, as part of an exercise, for a situation of electricity shortage and blackout. Significant gaps were then discovered.

For example, emergency generators for the police, hospitals and critical infrastructure were missing. The gaps have been filled in recent years. The state is also ready to make cash available to citizens if they can no longer pay by card in stores.

To be better prepared, the cantons ask to be more involved in prevention. The Confederation is currently focusing very strongly on energy supply and the economy. But if bans, quotas or network cuts were to occur, the security forces would also be called upon.

Involvement of the cantons

Security has been forgotten so far. This is why the cantons reacted in order to be involved in the planning work. The secretary general and the president of the CCDJP now sit on the federal staff for the protection of the population.

The secretary general of the CCDJP is also represented on the steering committee of the conferences of cantonal directors of the cantons. The cantonal directors of justice and police can thus directly assert the interests and fears of the cantons in terms of security.
