Suspected of Land Mafia Practices, Rendubutowe Ulayat Residents Ask AHY to Step Down – 2024-03-12 20:58:14

THE CONSTRUCTION of the Mbay Lambo Reservoir, which President Jokowi just visited on December 5 2023, is still reaping polemics. Because the profit compensation proposed by the government is still one-sided because it is far from the people’s expectations.

Residents of Rendubutowe Ulayat, Nagekeo Regency, NTT, sent a letter of protest to the Minister of Agrarian Affairs Agus Harimurti Yudhoyono (AHY) to ask for compensation for their land to be paid which was promised three years ago.

Residents suspect that there are land mafia practices. Residents asked the Corruption Eradication Commission (KPK) to investigate the practices of the land mafia and asked AHY’s ministers to go directly to the field to hear their complaints.

“As an affected community, we ask the agrarian minister AHY to continue helping us because our rights have not been paid to this day,” said Leonardus Suru, head of the Rendu tribe, Representative of the Rendu Tribe, Isa Gaja.

Construction, said Leonardus, has been going on for three years but is not yet complete. Now the project has been running for a long time, especially penlok 2 for Rendubutowe Village.

They are disappointed because there has been no socialization and measurements on the penlok 2 land, but work on this reservoir has been carried out with the work presentation being approximately 60% complete. Worse yet, the compensation money has still not reached the hands of the residents.

Leonardus explained that in stage 2 of determining the location, there were 151 plots of residents’ land that had to be paid by the government, but only 76 plots of land with 66 recipient residents had received compensation, while the remaining 75 plots of land belonging to 39 Rendubutowe residents had not received payment.

In fact, based on the announcement of the results of the inventory and identification of land from the Nagekeo Regency National Land Agency which was received by BWS NTT (NTT River Region Hall) on June 14 2021, Rendubutowe’s customary land must already be paid for. However, until now residents have not received payment.

Residents should have received payments since September 6 2022 based on the LMAN (State Asset Management Institute) payment document with the names listed on it but the money has not arrived until now.

From Media Indonesia’s search for documents obtained by Rendubutowe residents, the total amount is around IDR 22 billion for 14 plots of land owned by Rendubutowe residents. The money should have been disbursed between April 2022 and September 2022.

Residents suspect that there are land mafia practices in the work on the Mbay Lambo Reservoir project because there are 2 fictitious plots of land, but one of them has been paid for by LMAN and is recorded in the Ministry of Finance’s payment documents worth around 200 million rupiah.

“We suspect that there is a land mafia in the procurement of land for the Lambo Reservoir, the receipt is there, but there is no money yet, while the others in stages 1,3,4,5 can be paid but we can’t. If you want, don’t pay everything. We ask you to pay immediately, otherwise we will just block block 2.

In resident data released to Media Indonesia, residents’ allegations were further strengthened by the names of residents who received payments twice for land with the same area and the amount of compensation money was also the same. Apart from that, there are fictitious names that are not part of the above residents in the land plot determination process by BPN Nagekeo.

Apart from that, the situation got worse because someone deliberately changed the land area data to get compensation of up to IDR 1 billion even though it was actually only IDR 1 million. Residents asked the Corruption Eradication Commission (KPK) to follow up on residents’ findings which caused losses to the state of up to billions of rupiah. Residents are upset because they have attended several dispute hearings in court but the compensation money has never been paid.

“Based on historical origins, the land is communal land, which is confirmed by the administrative map of Rendubutowe. If the problem is it should be BPN. “In fact, there is only 14 days of room to resolve the problem following the decision from the land agency on June 14 2021. So there is no more room for a trial,” said Leonardus.

Of the total 557 names of recipients for 555 plots of land that have been realized, only around 345 plots have a total value of around IDR 137,974,820,000 billion from around IDR 233,350,440,000 planned.

Head of the Nagekeo Regency Land Agency, Frits Malelak, when confirmed by Media Indonesia via telephone and application message, was reluctant to provide a statement, he only gave a short message via the application message to the office.
