This interesting question was asked on the online platform Quora. There is one place where it is illegal to change light bulbs. It is asked whether it can be done. In it, many people gave answers. Some asked if that place was Japan. But, really, the answer was not Japan. This is Australia. In Victoria, even householders were not allowed to change light bulbs or do any other electrical work in their homes.

A licensed electrician is a must for any electrical work done there, including bulb replacement. Till 1998 under the Energy Act, this law was strictly enforced among the public. Those who disobeyed the law would have to pay a fine of 10 Australian dollars, which is about 500 rupees.

Anyway, now this law is not enforced here. We can change the light bulb in our house. But commercial establishments and some areas still require an outside licensed electrician to be called in, including changing light bulbs.
