In this regard, Atiq Al-Saeed, Professor of Public Law at Cadi Ayyad University, stressed in a statement to the Maghreb Arab Press Agency, the need to develop new visions that are in line with the current climate situation, while setting strategic objectives that take into account different regions and climate conditions, and are based primarily on ensuring the achievement of water justice.
At the social level, and within the framework of completing and strengthening the foundations of the social state, reforming the retirement system will be one of the government’s priorities.
Given the difficulties faced by pension funds, the government will be called upon to find a solution that ensures the sustainability of these funds in a way that guarantees the rights of future generations who will benefit from the pension system. In this context, a series of consultations have been launched with various social and economic stakeholders.
Atiq Al-Saeed believes that the pension reform file “requires finding consensus on a convincing vision, by presenting a comprehensive and detailed project for all principles and visions,” indicating that this matter “is capable of advancing the path of social dialogue, which allows winning the bet of improving the social status of beneficiaries on the one hand, and maintaining financial sustainability on the other hand.”
On the other hand, the government intends to issue a draft organic law specifying the conditions and methods for exercising the right to strike, as it has decided to re-include it among the priorities of the new round of social dialogue and present its contents to Parliament during this year.
Another social challenge is maintaining citizens’ purchasing power. In this context, the Prime Minister’s memorandum on the preparation of the 2025 Finance Bill confirmed that the government will continue to support basic goods and services, especially butane gas, refined sugar and national soft wheat flour, by allocating the equivalent of 16.5 billion dirhams to the Compensation Fund. It will also continue to implement tax and customs measures with a social dimension, aimed at exempting widely used consumer goods, in addition to continuing to support fodder and fertilizers in order to preserve plant and animal capital.
Economically, consolidating investment dynamics and creating job opportunities is one of the government’s priorities during the current political transition, while achieving a strategic balance between the social and economic dimensions. On the other hand, according to the guidance note for the upcoming draft finance law, the government will intensify its efforts to achieve the required balance between strengthening budgetary margins and the sustainability of public finances, while moving forward in fulfilling its commitment to confronting current circumstantial constraints and continuing to implement various social and economic reforms that will create job opportunities and consolidate the foundations of comprehensive development.
For Atiq Al-Saeed, the current phase of government management, “which faces major stakes and economic, social and climatic challenges, requires investigating the most effective approaches to implement priorities.”
He added that completing the implementation of a set of social development projects and workshops launched by His Majesty King Mohammed VI would “establish a renewed and comprehensive perspective that strengthens the foundations of the social state and improves the citizen’s lifestyle.” The Prime Minister had stressed, in the first government council after the holiday, the need to redouble efforts to activate the various public policies to which the government has committed, increase the pace of work, and demonstrate seriousness and effectiveness in implementing the various programmed projects.
