The Romanian Intelligence Service (SRI) asked the Government to supplement the institution’s budget for this year with over 191.6 million lei from the budget reserve fund for the full payment of employees’ salaries and military pensions, and the Foreign Intelligence Service (SIE ) wants 5 million lei for “goods and services”. The executive will approve these requests on Thursday.

In the absence of a budget correction, the Government has on the agenda of Thursday’s meeting new normative acts that provide for the allocation of amounts from the Budgetary Reserve Fund to various ministries, authorities, town halls but also to the Information Services.
SRI needs 191.6 million lei for salaries and pensions
A first draft government decision aims to supplement the SRI budget with over 191.6 million lei.
The Romanian Intelligence Service (SRI) says that the money is needed for this year’s full payment of salaries and insurance contributions for work, but also for the payment of military pensions.
- “Also, another type of expenditure that registers a deficit in the current year and that has a low degree of predictability, is represented by the expenditure on military pensions.
- The necessary funds for the payment of state military pensions due to military retirees are provided from the state budget, through the budget of the Service, and are paid through the Sectorial Pension House, which operates under the SRI and fulfills the duties provided by Law no. 223/2015 on state military pensions, with subsequent amendments and additions.”, is shown in supporting note.
SIE demands 5 million lei for “goods and services”
Another draft decision on the Government’s agenda on Thursday concerns the allocation of 5 million lei from the Reserve Fund to the Foreign Intelligence Service, but the exact reason is not specified in the document, which is not accompanied by a substantiation note.
“It is approved to supplement the budget of the Foreign Intelligence Service for the year 2023 with the amount of 5,000 thousand lei, representing commitment credits and budget credits, to chapter 61.01 “Public order and national security”, Title II “Goods and services”, from the Reserve Fund budget available to the Government, provided for in the state budget for 2023.”, it is mentioned without further details in the draft GD.
