SPL Muvitarra: The Crisis in Ajaccio’s Public Transport – Strikes, Financial Difficulties, and Urgent Action Needed

Around a hundred people gathered last night at the Palatinu, at the initiative of the management of the Local Public Company (SPL) Muvitarrato evoke the very worrying situation of this company which manages the public transport of the Ajaccian conurbation.

A strike notice in the coming days?

After nearly two hours of discussion, the union representatives expressed their disappointment :”we always have the same questions”explained Sébastien Cerati, STC union representative from Muvitarra, “We didn’t really get a response. We were waiting for a response especially on recapitalization, that’s really what mattered to us. The problem is that we don’t have one. We told them that if we didn’t get a very quick response, we would file a notice and go get the answer.”

For his part, the secretary general of the CGT of Corsica-du-Sud Patrice Bossart believed that there was “still a large number of concerns”: “there have been commitments to try to provide, in the coming days, answers to questions regarding sustainability and regarding not remaining in an extreme situation for this SPL. An ultimatum was posed by the unions but if there is no response, there is a risk of significant social conflict.”

As for the Forces Ouvrières union, they refused to participate in this general assembly, calling it “blackmail” the method used by management, which allegedly blamed its employees for the worrying economic situation of the SPL.

Structural difficulties

Since its creation in 2016, SPL Muvitarra has experienced structural financial difficulties. In 2018 and 2019, it notably benefited from a recapitalization of 1.2 million euros paid in two stages, upon deliberation of the municipal council. Overemployment, high driver salaries and high absenteeism rates: successive managements have pointed the finger at the 130 employees on several occasions.

Of the malfunctions that recognized, this Thursday, Jean-André Miniconi, opposition municipal councilor and administrator of the SPL:“There is a payroll, we must not hide, which is higher than the average, we have to work on it. There were very high rates of absenteeism until a few months ago: we are talking regarding of 38% but they are in a very, very sharp decline, we are just above 21 or 22%, the national average is 14% so there has been a big effort on the part of shareholders and employees to improve the conditions of employment of the company.”

According to him, this meeting made it possible to open dialogue between the unions and management, in order to develop “Action plan” pour “show that the SPL is viable”. In a letter dated February 14, 2024 that we were able to consult, the municipal councilor asks the mayor of Ajaccio, Stéphane Sbraggia, to express his “position on file”. It further indicates that due to a formal notice sent by the State services and an emergency procedure initiated by the auditor, the SPL might “cease its activities from June 2024”“in the absence of recapitalization”. This would mean that the CAPA bus network would be at a standstill.

When contacted several times, CAPA and the management of SPL Muvitarra did not respond to our questions.
