Ahead of Liberation Day, the third special pardon of the Yoon Seok-yeol government was carried out.
Among the public officials were Kim Tae-woo, former head of Seoul’s Gangseo District Office, who exposed suspicions of misconduct by Cho Kuk’s senior secretary for civil affairs at the time of the Moon Jae-in administration, and Kang Man-soo, former Minister of Strategy and Finance under the Lee Myung-bak administration.
Chaebol heads who were punished for large-scale economic crimes such as embezzlement and tax evasion were also pardoned or reinstated one following another under the pretext of revitalizing the economy.

At the end of 2018, Investigator Kim Tae-woo, a member of the Blue House Special Inspection Team, revealed that the then-Chief of Civil Affairs at the time of Cho Kook ignored the supervision of the pro-government personnel.
It led to the criminal punishment of former chief Cho Kuk, but Investigator Kim was also charged with revealing official secrets when he was inspected for misconduct.
He ran for mayor of Gangseo-gu in Seoul and was elected, but was eventually found guilty and the election was nullified.
President Yoon Seok-yeol granted a special pardon and reinstatement of former district chief Kim Tae-woo just three months following the ruling was confirmed.
Former Strategy and Finance Minister Kang Man-soo, who was called the economic mentor of former President Lee Myung-bak, was also sentenced to five years in prison for exerting external pressure on state projects, but was reinstated this time.

Twelve people, including the head of a conglomerate, were also included in the special pardon for economic recovery.
Economic offenders with astronomical amounts of money, such as Lee Joong-geun, former chairman of Booyoung, who was punished for embezzlement of 50 billion won, and honorary chairman Park Chan-koo of Kumho Petrochemical, who was controversial following being convicted of breach of trust of 13 billion won and receiving an annual salary of 5 billion won during the employment restriction period, were pardoned or punished. I was reinstated.
Former Chairman Lee Ho-jin of Taekwang was bailed for curing liver cancer, and there was even a controversy over the so-called “Emperor’s Jewel” for drinking and living luxuriously, but because he was arrested once more and served all his sentence, he enjoyed the benefit of being reinstated once more.
Amid the resumption of the Park Geun-hye government’s martial law documents investigation, So Kang-won, former chief of staff at the Defense Security Command, who was a working-level official, was reinstated from a final sentence of one year in prison for inspecting the Sewol victims’ families.
With this August 15 pardon, the third of the Yoon Seok-yeol administration, 2,176 people were pardoned or reinstated, and administrative sanctions for 810,000 people, such as driver’s license cancellation, were reduced.
