The South Korean National Assembly held a plenary meeting today to review the dog meat ban bill, which was finally passed with a vote of 208 to 0. It will completely prohibit the breeding, slaughtering, circulation and sale of dog meat, and there will be a three-year transitional grace period, that is, it will not be officially fully implemented until 2027. Slaughtering dogs and buying and selling dog meat are prohibited.
After the implementation of the new regulations, if you slaughter a dog for food, you will be sentenced to up to 3 years in prison or a fine of up to 30 million won (approximately HK$180,000); if you raise, breed or sell dogs, you will be fined up to 2 years in prison. Or a fine of up to 20 million won (approximately HK$120,000). However, the legislation does not make it illegal for consumers to eat dog meat.
A latest public opinion survey in South Korea shows that more than 90% of the respondents said they do not eat dog meat. In recent years, dog meat eating in South Korea has attracted international criticism, and the opposition among young people has become stronger and stronger. Our reporter saw an animal protection group sit-in on the streets in Seoul in 2017, expressing their opposition to dog meat eating and asking the South Korean government to legislate to ban dog meat eating and protect dogs.
It is known that there are currently about 1,150 dog farms, 34 slaughterhouses, 219 distributors, and about 1,600 restaurants selling dog meat food in South Korea. The South Korean government earlier stated that it would give the industry a three-year grace period to close operations and provide financial compensation. However, some people in the industry claimed that eating dog meat was a Korean tradition and that banning the sale of dog meat would make it difficult for them to make a living. In November last year, they even brought nearly 100 dogs to protest in front of the Presidential Palace.
