On September 29, 2022, Mr. Somchai Srisuthiyakorn, former Election Commissioner (Election Commission) posted on Facebook regarding the minutes of the meeting of the Constitution Drafting Committee that he had searched the minutes of the draft committee meeting. The Library of Congress is located on the 9th floor of the Central Building of the Parliament. Due to the complex entrance and the general public it may not be easy to enter the new parliament area.

Minutes of the meeting of the CDC. There is a single copy, bound in hardcover, total 11 volumes, which is the 1st – 485th memorandum, weighing approximately 3 kilograms each.

The part that I want to see is a yellow paperback. of a separate 486-501 meeting

Minutes of the Meeting No. 500 dated September 7, 2018. The meeting started at 1:40 p.m. There were 19 directors in attendance. Agenda 3 was a matter for consideration. There are sections to be taken into consideration: Sections 158, 161, 171, 174, 175, 176, 177, 179, 180, 182 and 183.

As for Section 158, regarding holding the position of Prime Minister not more than 8 years, it is on pages 2-6. There are discussions and resolutions as follows:

“If the Prime Minister who has been in office before the date of the promulgation of the 2017 Constitution When Thailand still has a democratic regime with the King as Head of State should also include the term of office in office under the 2017 Constitution.”

“It has established a new principle regarding the counting of the term of office of Prime Minister in order to clarify the counting of the term, that is, the eight-year term. even though such person does not hold the position of Prime Minister consecutively but if the total term of office of such person as Prime Minister exceeds eight years It is forbidden to hold the position of Prime Minister. however has set an exception that Counting the term of office of the Prime Minister during the acting period following the termination of office will not be counted towards the term of office of the Prime Minister. The eight-year term was set so as not to create a political monopoly that was too long to cause a political crisis.”
