Burkina: Socio-collective infrastructure returned to displaced people in Kaya, Dori, Kongoussi and Tougouri

Ouagadougou, August 14, 2022 (AIB)-The Prime Minister, Albert Ouédraogo, chaired on Saturday in Kaya, capital of the Center-North region, the ceremony for the handover of basic urban services infrastructure for the benefit of the displaced people of Kaya , Dori, Kongoussi and Tougouri.

A total of eight infrastructures including 4 buildings serving as health services and four schools, reading areas for children, with the possibility of later transformation into additional classrooms, carried out in Kaya, Tougouri, Dori and Kongoussi, were inaugurated. Saturday by the Prime Minister.

These infrastructures are accompanied in all these localities by ecological toilet blocks and simplified drinking water supply systems (AEPS). The overall implementation cost is estimated at 219,667,405 FCFA.

In Kaya, Albert Ouédraogo also laid the first stone of the Communal Cities which will be built in the four towns, for the benefit of IDPs and host communities of internally displaced persons in vulnerable situations.

312 housing units (including 100 in Kaya, 100 in Tougouri, 57 in Kongoussi and 55 in Dori) and complete AEPS systems, fully equipped and functional, will be built, to the delight of IDPs and host communities.

At the end of this official ceremony, the Prime Minister went to visit the two classrooms and the dispensary built in Kaya.

He then expressed, on behalf of the President of Faso, his satisfaction for all the actions taken to improve the living conditions of people in vulnerable situations.

“These actions contribute to strengthening the resilience of populations in the face of adversity. This is the concrete expression of the Government’s commitment to support these populations in this dynamic,” explained the Prime Minister.

He expressed his joy that this activity takes place the day following the launch of the operation of free distribution of food and cash transfer.

According to him, the infrastructure built is part of an integrated project, in order to meet the urgent needs of localities hosting internally displaced persons. »

It is a new vision of the government which is to implement a policy of housing and town planning in a crisis situation”, argued Albert Ouédraogo.

This means that the infrastructures inaugurated today, as well as the housing, constitute a step, since these actions will continue by affecting many other localities in the country.

Albert Ouédraogo invited all the actors involved in the execution of the various works, to carry them out with all the necessary diligence, in particular by respecting the deadlines and guaranteeing the quality of the works which will be provided.

The Head of Government also wished to thank the technical and financial partners, in particular UN-Habitat, the European Union, the UNDP, who agreed to support the government in the conduct of these projects.

Finally, he invited the local authorities and the beneficiary populations to properly maintain the various infrastructures.

The socio-collective infrastructure construction operation, in the opinion of the Minister of Town Planning, Land Affairs and Housing Boukary Sawadogo, is part of his department’s desire to work in concert with the others, to a realization of the vision of crisis town planning, in order to respond, in an integrated way, to the consequences of the security crisis which has also become an urban crisis.

“What is important in this approach that we are promoting as a United Nations system is the integration between host communities and IDPs, so that there is no stigma” , said for his part, the director of the Africa office of UN-Habitat, Oumar Sylla.

For him, one of the priorities of his institution is to be able to anticipate urban sprawl.

We have, he said, a whole dimension of spatial planning which is the gateway to this resilience program for IDPs and host communities.

The ceremony was also an important moment for the Chargé d’Affaires, representing the head of the European Union delegation, Karsten Meeklenburg. The infrastructures created, he said, constitute an example of a very concrete project.

“Two days ago, he recalled, in Ouagadougou, we spoke with the Prime Minister regarding updating the Strategic Plan for securing the Ouaga-Kaya-Dori axis, which the European Union will support with a significant volume of resources, in its annual programming.

Ms. Sandra Lattouf, representative of Unicef ​​in our country, on behalf of the Resident Coordinator of the United Nations System, reaffirmed the commitment of her institution to work alongside the Transitional Government, to reduce the precariousness of all people affected by the country.

She said the needs of IDPs and host communities are enormous.

“The United Nations family will continue to support the authorities in the fight once morest vulnerability, taking into account strategic areas such as education, health and basic social services. But the urgency must not leave aside the achievements of development, just as social cohesion is important”, she underlined.

These are the beneficiary populations who visibly mobilized to witness the event and express their gratitude to the authorities and partners.

They have, through the voice of the president of the special delegation of Kaya, Kader Kongzabré, expressed their satisfaction for the realization of these projects.
