Social conference: what you need to know

Intended to relaunch dialogue between the executive and social partners, a social conference on low wages and careers will take place on October 16, 2023. Explanations.

The meeting was announced at the end of August by Emmanuel Macron at the end of the Saint-Denis Meetings with the main political party leaders: a social conference focusing on “careers and branches below the minimum wage” will be organized in the fall.

It is the Prime Minister, Elisabeth Borne, who will be in charge of this meeting which will be held on a whole day on October 16, 2023 at Cese (Economic, Social and Environmental Council) in Paris, with a plenary session in the morning, workshops in the followingnoon and a closing plenary.

Three themes will finally be addressed: “conventional minimums, classifications and career paths”, then “part-time work and short contracts”, and finally “exemptions from contributions, activity bonuses and reduction in remuneration”, according to Matignon .

The Minister of Labor, Olivier Dussopt, had recently mentioned a fourth theme, that of gender equality, but specified that it might be treated “independently” at this conference.

But the government’s desire to use unemployment insurance to finance the public employment service and supplementary pensions to ensure the overall balance of the pension system, denounced by unions and employers, should weigh on discussions.

Before the conference, Elisabeth Borne will meet in turn, from October 9, trade unions and employers’ organizations. Invited to Matignon on the union side: the CFDT, the CGT, FO, the CFE-CGC, the CFTC, the Unsa and Solidaires (which declined the invitation); and on the employer side: Medef, CPME, U2P, FNSEA (main agricultural union), Fesac (performing arts, music, audiovisual and cinema companies), and Udes (employers of the social and solidarity economy).
