Because they don’t know their rights or can’t take the necessary steps, many French people deprive themselves of certain social benefits to which they can claim.

It is a veritable “war chest” that sleeps in the State’s coffers every year. Many potential beneficiaries of certain social aids forget to claim them each year in France. According to an estimate of the site internet Mes-Allocs.fr is 10 billion euros that would not be collected each year.

It is via Le Parisien that these rather edifying figures have been relayed. For its study, Mes-allocs.fr, which helps potential beneficiaries to know the rights to which they can claim, cross-checked several data to determine the “non-use rate” of the various allowances available in France.

Thus, it therefore emerges that 10 billion euros in aid are not claimed each year. The rate of non-use of certain allowances is extremely high. This is particularly the case for the disabled child education allowance (AEEH). If 300,000 households benefit from it, the rate of non-use of this allowance is estimated at 85%. The disabled adult allowance is also one of the least requested aids by their beneficiaries (61%)

Other more common aid such as the RSA (35% estimated non-recourse) or the activity bonus (53%) are surprisingly part of the allowances that many potential beneficiaries do not receive.

For the authors of the study, several parameters can explain this situation. In the case of allowances paid directly, poor recording of bank details or an outdated file may explain why the benefit is not paid.

But in many cases, it is the lack of information and above all, the difficulty in carrying out certain procedures that is singled out. The increasingly advanced dematerialization of administrative procedures is a huge obstacle for people who are furthest away from digital technology.

As part of the France Relance plan, the state has decided to recruit nearly 4,000 digital advisers whose mission will be to help people understand the digital tool for their administrative procedures.
