Many modest pensioners will have to take their troubles patiently before seeing their pension upgraded, as promised by the government. The pension reform may come into force on Friday, this boost might only come in regarding a year for a certain number of them, underlined this summer the National Pension Insurance Fund (CNAV).

For the record, the pension reform must bring the minimum pension for people who have contributed during a full career to the SMIC at the full rate to 85% of the SMIC, or around 1,200 euros gross. First envisaged for future retirees only, this boost of 100 euros per month for a full career has been recorded for current retirees and must therefore be set to music from this autumn for the benefit of around 1.8 million French.

“Summer 2024” horizon

“Retirees on whom we have the most complete information, who left recently, will have this exceptional revaluation from September [avec un versement en octobre, NDLR] “, Said the boss of the CNAV, Renaud Villard, on France Inter this summer. “Half a million people, a little more” would be affected by this first wave. “For the others, those who left longer ago […] there, we will need more time. We are rather on a horizon of the summer of 2024.

How to explain this waiting time? To increase the pensions of the oldest modest pensioners today, pension funds will have to reconstitute their careers, even if it means sometimes recovering documents in paper format. “It’s a huge job for both IT and management,” said Renaud Villard. A deadline for implementation had also been planned during the debates on the pension reform.

” Point of vigilance “

Amounts due will be paid retroactively. However, the CNAV recognizes that the boost for small pensions is “a point of vigilance” with “insured persons who think, rightly or wrongly, of being entitled to the exceptional boost for small pensions and who will possibly be in the second wave “. These “may find the time a little long”, fears the boss of the fund, Renaud Villard.

The misunderstandings might be all the more numerous as the government has widely communicated on small pensions at 1,200 euros gross monthly. It will still be necessary to reach this threshold to have contributed a full career at full rate. “We are going to have a lot of people disappointed, we are still in the announcement effect”, estimates Michel Beaugas at Force Ouvrière.
