Slovenia Abolishes Corona Penalties: Thousands to Receive Refunds as State Takes Responsibility

2023-09-22 15:37:54

Slovenia initiated around 62,000 proceedings for violations of the Corona regulations in force at the time between March 2020 and May 2022. Fines totaling more than 5.7 million euros were imposed.

Now the Slovenian parliament has passed a law that abolishes the penalties. People who had to pay will get their money back, including the costs of the procedure. This is reported by the Austrian “Krone”. Ongoing proceedings will be stopped completely.

The state is taking moral responsibility with the law, said Social Democratic Justice Minister Dominika Svarc Pipan. They want to make amends for the injustice that has happened to citizens “through the abuse of criminal law and through unconstitutional and excessive interference with human rights”. “May this be a lesson to us so that something like this never happens once more.”

Background to the change of course: Slovenia’s Corona policy was made under the right-wing conservative Prime Minister and Viktor Orbán friend Janez Jansa. A coalition under the social liberal Robert Golob has been at the helm since April 2022.

Political observers say that Jansa’s strict course cost the 65-year-old his office. Many Slovenes were angry regarding the Corona measures, some of which were later declared unconstitutional by a court. Others saw the regulations, including a ban on demonstrations, as an attempt to undermine the rule of law.

The situation in Germany

Christine Aschenberg-Dugnus, parliamentary director and health expert of the FDP parliamentary group, had sued the Federal Constitutional Court once morest the curfews at the time. When asked by BILD, she said: “In retrospect, many measures were disproportionate and ineffective. Unlike in Slovenia, our Federal Constitutional Court did not classify the measures as fundamentally unconstitutional. I therefore consider it legally impossible for fines to be reclaimed.”

Meanwhile, a new corona vaccination campaign has started in this country. The preparations are intended to protect once morest the Omicron offshoot XBB.1.5. However, there is criticism. Because: There are six cans in the bottles from the manufacturer Biontech/Pfizer. Since so far only older people and people with previous illnesses have been vaccinated, there is a risk, according to critics, that vaccines might expire on a large scale. The Moderna preparation comes in individual doses.
