Passed! The United Nations General Assembly negotiated a resolution on the 26th that if the five permanent members of the Security Council want to use the veto in the future, they must hold a meeting within 10 days to explain to the General Assembly whether the reasons for the use are justified. The five permanent members, including the United Kingdom, the United States, France, Russia and China, can no longer use this right at will. Foreign sources pointed out that this resolution directly slapped Russia’s veto power to prevent the United Nations from intervening on the second day of its invasion of Ukraine.
According to the information issued by the UN General Assembly, Resolution 76/262, drafted by Liechtenstein and co-sponsored by 83 member states, was adopted by consensus. The resolution will submit every use of the veto by a member of the Security Council to the entire General Assembly for review. The draft resolution is informally known as the “veto initiative.” Every future use of the veto will require a meeting of the General Assembly to allow all UN members review and comment on the veto at the meeting.
Foreign power analysis, this resolution is nothing more than strengthening the isolation of Russia, because the adoption of the resolution comes at a time when UN Secretary-General Antonio Guterres is preparing to travel to Moscow to meet Russian President Vladimir Putin, hoping to promote a ceasefire in Ukraine. . New action at United Nations headquarters, despite its substantial inability to stop the war, is at least a symbolic solution to a global problem.
Linda Thomas-Greenfield, the U.S. ambassador to the U.N., who strongly supports the initiative, said the General Assembly should pay particular attention to Russia’s shameful pattern of abusing its veto over the past two decades.
