“Skaidrinam” reached the Ukmergė district – new records for politicians: 450 fuel checks, 117 bank cards

A. Tapinas writes that Justas Šakalys, the representative of the “Vardan Lietuvos” Democratic Union, paid with 67 different cards and was able to fill up with fuel in Gargždai, and to be in Ukmerge two hours later.

Farmer Kęstutis Zinkevičius, the chairman of Ukmergė’s conservative department, used to absorb the maximum payment every month with one dump of several hundred liters of diesel. He is also the chairman of the Control Committee of the Ukmergė District Council.

According to A. Tapina, the other conservatives of the Ukmergė district council “had mastered the Neste classic maneuver, when they sneak up on the automatic Neste column and block other people’s checks.”

The conservative doctor Audronė Augustėnienė, who did this, explained that she was supporting communities and young people by filling them with fuel.

Journalist Margarita G. Vrublevskė analyzed the expenses of Ukmergė district politicians.

According to the activity regulation of the Ukmergė district municipal council, at the beginning of the last term, the payment was fixed and amounted to 250 euros. From May 2022, it increased to 0.2 VMDU.

Different mayors

Former mayor Rolandas Janickas, who held office in 2015-2023, did not use the benefits according to the data provided by the municipality.

The new mayor, representative of the “Vardan Lietuvos” Democratic Union, Darius Varnas, was appointed director of administration in 2019, so he did not use the benefits either.

Algirdas Kopūstas, representative of the Union of Lithuanian Peasants and Greens, served as mayor for 3 terms in a row from 2004 to 2013.

A. Kopūstas used to refuel at the same “Viada” gas station, almost always at the same cashier, who has a code number at “Viada”, and always paid with different cards. During his last term as a member of the council, former mayor A. Kopūstas paid for fuel with as many as 54 different cards.

What’s more, most of the settlements were in cash. During the entire year of 2020, there was only 1 payment by card, all others – in cash.

When asked about such a considerable amount of cards, A. Kopūstas agreed that “ah, it’s too many cards”, and when asked how it happened, he answered that he was glad that all these games were over.

What did the “democrats” do?

Dalius Varnas, representative of the “Vardan Lietuvos” Democratic Union, uses his allowances, like almost all Ukmergė council members, only for fuel. All the checks are from the same Viada gas station and from the same three cashiers, which are number coded in Viada.

Almost all of D.Varno’s checks are in cash. Only in December of last year, he paid five times with cards – all card numbers are different.

Another representative of the “Vardan Lietuvos” Democratic Union, orthopedist-traumatologist Arūnas Civilka, fills his car with both gasoline and diesel. During the year 2022, A. Civilka used a total of 10 different cards. There were a total of 17 of them during the term.

The third representative of the “Vardan Lietuvos” Democratic Union, VšĮ Ukmergė Primary Health Care Center-family doctor Justas Šakalys spent the most of the council members on communications. In 2022, J. Šakalios communication services for citizens cost about 170 eur/month. Of which the equipment alone cost 96.26 eur/month.

However, J. Šakalys also filled up with fuel. Several times a day. in 2022 on July 1 at 16:26 in Ukmerge, “Viada” fills up 55 liters of gasoline for 110 euros. Payment is made with card 1169.

In exactly 5 hours, one more fill-up is needed, another 40 liters of gasoline for 77 euros, but already in Ukmergė district, Šventupė village. Payment is made with another card 7124.

On October 1 of the same year – 3 embankments. 12:13 96.54 euros, Ukmergė district, card 8235. 15:39 – 87.85 euros in Ukmergė, card 5705. 18:08 another 63.17 euros again in Ukmergė district in the already mentioned Šventupė village, card 1992.

In total, during the term, it was possible to count 67 cards with which he allegedly paid for fuel.

Conservator A. Augustėnienė supported the youth

Conservator Audronė Augustėnienė worked until 2022 at Ukmergė Hospital, Department of Internal Medicine. presenter, doctor endocrinologist.

She refueled at the Ukmergė “NESTE” gas station on Kaunas street. You will pour both gasoline and diesel.

A. Augustėnienė was able to pour not only on the same day, but just a few minutes apart between the embankments. And, of course, always pay with different cards.

A more interesting case happened in 2022. on August 22: two ramps, 3-minute difference: 18:11 – 51.86 eur, 18:14 – 84.60 eur. The card is the same, the column is the same. Most likely, two different machines were forced.

A. Augustėnienė herself told “Skaidrina” that she filled fuel for the organizers of youth and community events, thus supporting them. Perhaps it was so – the organizers gather in the evening at the “Neste” gas station and fill up with fuel. It’s not exactly a councilor’s job to pump fuel for third parties and it still doesn’t explain the different cards. In total, during the term, we managed to count 35 different cards used by A. Augustėnienė.

Social Democrat A. Dudėnas: a new check record

The representative of the Lithuanian Social Democratic Party, former member of the Seimas, Arūnas Dudėnas, always filled up with gas at the same gas station “Benija” and often. During his tenure, he refueled 450 times.

This is a new national record. LVŽS council member in Alytus district Algis Žekas, whose membership has already been suspended, moves to second place with 411 fuel receipts.

All A. Dudėnos’ checks are from two gas station operators – Danguolė or Ramona. All checks are cash only.

A. Dudėnas explained that he did not remember the cashiers at whom he filled up 450 times.

Kazys Grybauskas, another social democrat and former member of the Seimas, always used the same gas station and always paid with the same card. Although the councilor’s car is diesel-powered, according to the checks, it was filled with gasoline once in September 2022 and twice in December of the same year. On December 16, K. Grybauskas poured both gasoline and diesel into it.

R. Nanartavičius drove and drove, and R. Pivoras poured this and that

Labor Party representative Ramūnas Nanartavičius paid a total of 3,980.29 euros for fuel in 2022. Such an amount would be enough for approximately 30 thousand. km

According to the 2022 reports, Romas Pivoras from the Union of Lithuanian Peasants and Greens pours almost the same amount of gasoline and diesel into his car. He can fill in diesel in the morning and gasoline in the evening.

On March 31 (at the very end of the quarter), R. Pivor poured in enough to really be enough: 48.11 eur (8:51), 90.56 (8:53), 35.99 eur (8:54).

In total, the councilor used at least 38 payment cards. At least because I managed to count so many, because on some checks the numbers were subtly covered, torn off or simply photographed in such a way that nothing could be read.

Valdas Mikalajūnas is the record holder of cards: 117

Valdas Mikalajūnas, member of the council of the previous term, the head of the company Valdo Leidykla, a Rotarian, was elected to it with the committee, but he did not get into this council with the Labor Party.

V. Mikalajūnas filled up with fuel at the same “Viadas” gas station, paid at the same cashier and always with different cards. During his tenure, he used 117 cards.

Until now, the national number of different cards belonged to the LVŽS representative in Ignalina: Jonas Baltakis submitted 112 cards.

K. Zinkevičius took all his payments to the last penny and to the last drop with diesel. And not just any way, but with one pour.

This is what the council member’s payments looked like in 2022.

January 1 dam for 250 eur (01.05)

February 1 pile for 249.99 eur (02.01)

March 1 dyke for 250 eur (03.31)

May 2 reports: 1 dyke for 249.99 eur (05.12) and 1 dyke for 85.86 eur (05.31). Why two dikes in May? The limit increased in May.

June 1 dam for 345.97 eur (06.06)

July 1 pile for 345.98 eur (07.01)

August 1 pile for 345.98 eur (08.01)

K. Zinkevičius is not only a politician, but also the owner of the cannabis farm “Kanapūkis”.

The fuel usage of various council members reveals about potential irregularities ⁣and practices in managing fuel ⁤expenses. ⁣

Arūnas Dudėnas‌ has⁣ set a national record⁢ with 450 ‌fuel receipts, chiefly ‌from two gas station operators. His ⁤explanation for not remembering where he ⁣filled up highlights the⁢ lack of oversight in tracking such expenses.‌ Similarly, ‍Kazys Grybauskas’s inconsistent fuel purchases raise questions about the veracity of these ⁤transactions,‌ given the discrepancies in fuel types for a diesel vehicle.

Other notable council members include Ramūnas ‍Nanartavičius, who spent nearly 4,000 euros on fuel,‍ suggesting extensive travel, while Romas Pivoras exhibited a peculiar pattern of⁢ alternating between gasoline and diesel for his refuels. His records, like⁢ many others, reveal a lack of clarity ‌due to the sheer number of⁣ payment ‌cards used—Pivoras alone reportedly used at least 38 different cards.

The record for card usage goes to⁤ Valdas Mikalajūnas, who reportedly used a staggering 117 different cards. This behavior, alongside the high volume of fuel receipts across various council members, indicates a possible systemic‌ issue with accountability and transparency in how public officials are managing transportation expenses. Kęstutis ‍Zinkevičius’s method of settling all expenses in one go adds to the narrative of questionable practices.

Such findings illuminate a pressing need for improved regulatory measures and ⁤scrutiny over‌ public fund usage to ensure ethical practices among elected officials.
